Department of Veterans Affairs Veterans Health Administration Request for Information (RFI) VHA Office of Healthcare Leadership Institute (HLTI) Healthcare Leadership Assessment Tool THIS IS A REQUEST FOR INFORMATION (RFI) ONLY (as defined in FAR 15.201(e)), this is not a solicitation. Solicitations are not available at this time. Requests for a solicitation will not receive a response. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received, provide feedback to respondents with respect to any information submitted, or respond to any questions or comments that may be submitted in response to this RFI. This notice does not constitute a commitment by the United States Government and does not obligate the Government to award a contract or otherwise pay for the information provided in response. Responders are solely responsible for all expenses associated with responding to this RFI. The purpose of this RFI is: 1) to understand industry capabilities related to the Korn Ferry Assessment of Leadership Potential (KFALP) tool or Assessments that closely match the KFALP tool, and 2) to collect information to enable the development of potential future acquisition strategy (including socio-economic consideration and methods). The agency does not intend to award a contract but rather gather capabilities and market information pertinent to acquisition planning. The responses to this RFI will be captured as market research and may contribute to the development of an acquisition strategy. Information provided may be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. All submissions become Government property and will not be returned. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. The information provided in the RFI is subject to change and is not binding on the Government. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. BACKGROUND & PURPOSE The Korn Ferry Assessment of Leadership Potential (KFALP) tool is currently being used by the VA Corporate Senior Executive Management Office (CSEMO) in their assessment of Senior Executive Series (SES).   The employees in the Healthcare Leadership Talent Institute (HLTI) program are a future feeder pool for the SES.   By measuring their Korn Ferry Assessment of Leadership Potential (KFALP) qualities pre-SES (in the HLTI program), we can then assess meaningful change in their leadership behaviors once they achieve SES status (CSEMO program); anticipating 1-3 years in-between the two assessment periods (HLTI vs. CSEMO). This objective is to purchase access to a leadership potential assessment tool that has specific qualities to enable this process triangulation, including: empirical validation against a cohort of U.S. multi-sector leaders, alignment with the Silzer & Church (2009) Silzer, R., & Church, A.H. (2009). The pearls and perils of identifying potential. Industrial and Organizational Psychology, 2(4), 377-412. theoretical model of leadership potential, assessment ratings benchmarked to increasing levels of leadership responsibility, online web-based accessibility, electronic individual and group data/reports, de-identified participant access (alpha numeric assignment), and HLTI certification to self-manage the delivery of feedback/coaching to VA participants completing the leadership potential assessment tool.2 A comparative tool is the Korn Ferry Assessment of Leadership Potential. INSTRUCTIONS FOR RESPONDING TO THIS RFI CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). Response Format/Page Limitations: The overall total page limit for responses to this RFI is ten (10) pages. Response submissions should be submitted in Microsoft Word format with Times New Roman font, 12 pt. or greater font size. Interested parties should limit marketing material in order to allow sufficient space for adequately, directly, and substantively responding with the information of most interest to the Government. In all correspondence relevant to this RFI please identify it as a response to the VHA HLTI Healthcare Leadership Assessment Tool RFI and refer to the identifying number of 36C10X19Q0101. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Respondents are requested to limit responses to the information, and in the format provided below. INFORMATION TO INCLUDE IN YOUR RESPONSE Organization Name, DUNS, and the year in which the company was established/founded (please list any previous names used). Company ownership (public, private, joint venture, non-profit). What NAICS code do you recommend for this procurement and why? What is your business size designation in accordance with SBA standards for the recommended NAICS code? What is your socio-economic designation, if applicable? Identify any GSA schedules or other contract vehicles you hold that support this work. the draft SGD? Does your company sell the Korn Ferry assessment as defined above? If so, do you sell the Korn Ferry Assessment of Leadership Potential (KFALP) as a package with consulting services? ** Note that the Government does not currently have a potential need for consulting services. With the KFALP, please advise as to whether you can offer the assessments, the Assessment of Leadership Potential Group Reports, and training on how to interrupt the results. If you do not sell the KFALP, does your company have a product that closely matches it? Responses are due no later than Tuesday, April 2nd, 2019 at 4:00PM EDT. QUESTIONS: No Questions are being accepted at this time.
