Description
CANCELLATION NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is DOS-DPM_180918 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101. The associated North American Industrial Classification System (NAICS) code for this procurement is 2005-101 with a small business size standard of $7.50M. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.UnisonMarketplace.com will start on the date this solicitation is posted and will end on 2018-09-28 12:30:00.0 Eastern Time or as otherwise displayed at www.UnisonMarketplace.com. FOB Destination shall be Sterling, VA 20166 The Diplomatic Pouch and Mail requires the following items, Meet or Exceed, to the following: LI 001: STATEMENT OF WORK “ FOURIER TRANSFORMED INFRARED SPECTROSCOPY (FTIR) BASED CHEMICAL IDENTIFIER *** Each bid MUST address and include EACH LINE ITEM of the attached SOW to be considered for award! 1.0 BACKGROUND The Diplomatic Pouch and Mail has requirements to upgrade its field-ready hand-held material characterization equipment. To accomplish this objective, DPM is interested in procuring a state-of-the-art chemical identifier and supporting portable computer with analytical software providing additional spectra and ability to import external spectral libraries as provided by professional colleagues such as that available from DoD and the US Postal Inspection Service. The Equipment shall be as described in Section 3.0 through 5.0 2.0 SCOPE OF WORK The Diplomatic Pouch and Mail Division will be purchasing this equipment and will arrange for the install/initial training through the contractor. 3.0 DESCRIPTION OF EQUIPMENT “ FTIR HANDHELD 3.1 SIZE3.1.1 Less than 12 inches long 3.1.2 Less than 6 inches wide 3.1.3 Less than 4 inches tall 3.2 WEIGHT 3.2.1 Less than 6 lbs NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (26-MAR-2019); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
