- Notice of Intent: Naval Information Warfare Center (NIWC) Atlantic intends to award a sole-source contract to EC America, Inc., 8444 Westpark Dr. STE 200, McLean, VA 22102-5112 to provide CITRIX software support. The Data Center and Cloud Hosting Services (DC2HS) division of Naval Information Warfare Center (NIWC) Atlantic has a requirement to maintain hosting support sustainment compliance of the Component Enterprise Data Center (CEDC) infrastructures and customer systems. The specific CITRIX Original Manufacturer Equipment (OEM) is required for license maintenance renewal of existing CITRIX products. The extension of CITRIX software maintenance is necessary for the continuous support to meet organizational requirements in maintaining Navy Data Center Accreditation. Failure to utilize the specified OEM products will result in negating and invalidation of the Component Enterprise Data Center Core Services (CEDC CSA) Architecture Authorization To Operate (ATO) Version 2.0 and could result in shutdown of the data center network. If maintenance on these devices is not renewed, the CEDC will be at high risk of losing network connectivity causing a complete failure of the data center to provide network access to its customers. The requested license/maintenance renewals will allow the CEDC the ability to continually provide its customers with the remote access to hosted systems and applications provided by the CITRIX products. If network access is lost, every customer hosted in the data center will not be able to provide their much needed services to the war fighter, the Navy, and its subsidiaries. If the maintenance renewal is not in place, the Task Force cannot comply with the required service catalogue. The authority for soliciting from a single source is FAR 8.405-6(a)(1)(i)(B). Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The Government anticipates the award of a Firm-Fixed-Price purchase order. The proposed contract action is for supplies and incidental services for which the Government intends to solicit and negotiate with a single source under authority of FAR 8.405-6(a)(1)(i)(B). Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
