Description
Request for Information (RFI) # 36C24119Q0167 (VISN 1 Waste Management Services) This is a request for information (RFI) seeking information and feedback from industry in regard to the VISN 1 for Regulated Medical Waste, Solid Waste and Recycling Services. This information will be used for preliminary planning purposes only. No quotes are being requested or accepted at this time. This is not a solicitation and no contract shall be awarded from this RFI. The purpose of this RFI is to gain industry feedback on the capabilities of Regulated Medical Waste, Solid Waste and Recycling Services for an entire VISN. Also gain knowledge of the interest, capabilities, and qualifications of potential small business contractors that would be interested in a future solicitation. Department of Veterans Affairs is particularly interested in Service Disabled Veteran Owned Small Business (SDVOSB) and/or Veteran Owned Small Businesses (VOSB) that are interested. All interested parties responding to this RFI should submit the following information: Company name and address, point of contact with phone number, and DUNS number. Company socio-economic status to identify business as being an SDVOSB, VOSB, Small Business, Hubzone, 8a, Woman Owned, EDWOSB, etc. Primary NAICS for this procurement will be 562111 (Solid Waste Collection) with a small business size standard of $38.5 Million. Documentation relating to capability of performance. If an SDVOSB or VOSB, provide proof of registration in the VA Vet Biz website and verification by VA Center for Veterans Enterprise (CVE) or intention of registration prior to submission of offers to a solicitation. All interested firms must be registered in SAM (www.sam.gov). All interested SDVOSB or VOSB firms must be registered in VETBIZ.GOV and Verified by VA CVE and registered in SAM to be eligible for award of Government contracts. Any other pertinent company documentation. The following question is optional, but highly encouraged. The Government appreciates and welcomes all industry feedback: What other information would you like the Government to know while planning this procurement? Review the statement of work and comment if there is anything confusing, that requires modification or that needs to be added or deleted and why? Does your company currently provide Regulated Medical Waste, Solid Waste and Recycling disposal/transportation services in all or any New England states? If yes, do you own your own vehicles or subcontract this work? Does your company have the capability to provide multiple weekly pickups of Regulated Medical Waste, Solid Waste and Recycling Services in all New England states? If yes, do you or will you perform the work or subcontract this work? Does your company have trained labor to perform onsite weekly pickups at each VA locations in New England?   Does your company have the capability to process Regulated Medical Waste, Solid Waste and Recycling Services?   If not, what are the methods of disposal you can provide? Are you able to provide onsite medical waste tracking form DOT training for all VA facilities in New England? Do you have an electronic manifest database that customers can track and maintain their Waste Manifests? Is your company currently licensed to perform in the New England states? Is your treatment plant(s) in compliance with local, state, federal regulations? Will your company be able to start services immediately at the time of notification of award? Will your company be able to provide varied sizes of new, reusable, sealable containers within 14 days of request? Will you company be able to respond to unscheduled pickup calls within 8 hours of notification? Will you company be able to respond to spills immediately up notification? Will your company be able to provide proof of insurance as outlined in the Supplemental Insurance requirements? Will your company be able to submit/store mandated reports/records of confidential in a timely manner? The response date to this RFI is April 15, 2019, at 10:00 am EST. This market research is for informational and planning purposes only to determine if a set-aside is appropriate and to receive industry feedback. This RFI does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. Responders are solely responsible for all expenses associated with responding to this RFI. The official Synopsis citing the solicitation number will be issued on Federal Business Opportunities www.fbo.gov at a future date and will invite firms to register electronically to receive a copy of the solicitation when it is issued.
