Description

Closure of Canaveral Lock will prevent the West Indian manatee (federal and state threatened species) from moving back and forth between Port Canaveral and the Banana River. To help mitigate this effect, the Contractor shall provide Manatee Observer(s) with adequate qualifications for this project. Adequate qualifications shall include demonstrated experience in coordinating manatee rescues, recognition of manatees exhibiting cold stress, as well as experience in monitoring manatee activity during in-water construction work. The Contractor shall be required to report manatee activity within the work area to the Contracting Officer as well as state and federal agencies throughout the duration of the project. In the event that manatee rescues are necessary, the Contractor shall also be required to coordinate with the Contracting Officer, the agencies, and possibly Sea World. The Corps shall reimburse Sea World for any rescues (not the Contractor).The U.S. Army Corps of Engineers, Jacksonville District is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for the Canaveral Lock Eastern Sector Gates Sandblasting Painting and Repairs Brevard County Florida project. The project is located at the Canaveral Harbor in Florida. The result of this market research will contribute to determining the method of procurement.
