Description
REQUEST FOR QUALIFICATIONS FOR SPECIALIZED A-E SERVICES- BUREAU OF RECLAMATION Bureau of Reclamation (Reclamation), Pacific Northwest Regional Office, has a need for an Indefinite Delivery, Indefinite Quantity (IDIQ) Contract for Architectural and Engineering Services (A-E), Middle Methow Complex Fish Habitat Restoration Design Services. This procurement will result in a single award, IDIQ contract for multi-discipline A-E services for projects that support fish habitat improvement projects located along the Middle Methow River in North Central Washington. The IDIQ contract will be for an ordering period of five years. The guaranteed minimum for the contract term is $20,000. The Government makes no representation as to the number of task orders or the actual amount of work to be ordered. Contractors are not guaranteed work in excess of the minimum guarantee. The Government intends to negotiate firm-fixed price task orders under this contract. However, the Government reserves the right to award other than firm-fixed price task orders if the need arises. There will be no dollar limit per task order and no dollar limit per year up to a maximum of $4,000,000 for the entire contract term. Estimated start date is June 2019. This acquisition is a Total Small Business Set Aside. The Government will only accept qualifications from small business concerns. All other firms are deemed ineligible to submit qualifications packages. The Small Business size standard classification is $15M North American Industrial Classification System (NAICS) Code 541330, Architectural and Engineering Services. The Government seeks the most highly qualified firm to perform the required services. Selection of this firm will be made in accordance with the below selection criteria. The awarded contract will be subject to specific provisions addressing the avoidance of organizational conflicts of interest, including, WBR 1452.209-80 Organizational Conflicts of Interest. The prime firm for this contract will be required to perform the majority of the work throughout the contract term. All contractors are advised that registration in System for Award Management (SAM) Database is required prior to award of a contract. Failure to register in the SAM Database may render your firm ineligible for award. For more information, check the SAM Web site: https://www.sam.gov. Interviews may be scheduled with firms that rate as the most highly qualified. Firms selected for participation in interviews may be asked to clarify information contained in the SF-330 submittal. Elaborate presentations are not desired. Architect and Engineer services that may be required under this contract include but are not limited to: Design-Bid-Build Construction Documents, including levee removal and setback, cost engineering services including cost estimates, field studies and investigations, surveying and mapping, geologic testing and evaluation, environmental compliance, project management, conceptual designs, geomorphic studies and analysis. This contract is to provide design services to support Reclamation ¿s Columbia/Snake Salmon Recovery Office ¿s (CSRO) efforts to improve fish habitat in the Columbia and Snake River basins which are part of the Federal Columbia River Power System (FCRPS). CSRO represents Reclamation as one of the three FCRPS Action Agencies (U.S. Army Corps of Engineers, Reclamation, and the Bonneville Power Administration) who, in response to Endangered Species Act (ESA) consultations, develop and implement a suite of actions to improve fish habitat in tributaries to the Columbia and Snake Rivers. Reclamation ¿s Habitat Program provides technical assistance in coordination with local partners to improve habitat. The goal of the program is to improve conditions for salmon and steelhead listed under the ESA by improving flows and removing passage barriers to improve migration, improving spawning and rearing conditions as well as habitat enhancement activities which foster the naturalization of channels. Work under this contract will primarily include habitat complexity projects 1-3 miles in length on the Methow River in the State of Washington. Designs are expected to require development through multiple iterations, a U.S. Army Corps of Engineers levee removal and setback, 1D and 2D modeling, and reviews and buy-in from multiple stakeholders including design teams and private landowners. WBR 1452.236-87 EVALUATION PROCESS AND FACTORS ARCHITECT/ENGINEER SERVICES - BUREAU OF RECLAMATION (SEP 2011) (a) Award will be made to the responsible offeror submitting a proposal which conforms to the solicitation and is most advantageous to the Government considering the factors and any significant sub-factors listed in this provision. Direction set forth in FAR 36.6 will be followed. (b) Interested firms must submit their SF 330 documents to be considered for this contract. Firms submitting their SF330 will be evaluated on their experience, capabilities and qualifications to perform the required services. The evaluation criteria are listed below in descending order of importance. Criteria 1 through 4 are primary. Factor 1: Professional Qualifications: Evaluation Factor: The evaluation will consider education, registration, overall relevant engineering design experience with relevant projects, and longevity with the firm. (SF-330, Part I, Sections E & G) Firms will be evaluated on professional qualifications, competence, and experience of the proposed key personnel in providing services to accomplish the tasks required under this contract, including participation in example projects as outlined in the SF-330, Part 1, Section G. Key personnel are individuals who will have major contract or project management responsibilities and/or will provide unusual or unique expertise. Firms must include the following key personnel: Project Manager, Hydraulic Engineer and modeler, Geomorphologist, Civil Engineer, Surveyor, and Cost Estimator. Engineers and Surveyors must be licensed in their respective disciplines in Washington. Resumes are limited to one page each, single sided and must indicate: professional registration (including registration/certification number), certification, licensure and/or accreditation in appropriate disciplines; recent experience on project-specific work relevant to the services required under this contract; and proposed role in this contract. Indicate participation of key personnel in example projects in the SF-330, Part 1, Section G. Firms must submit proof that they are permitted by law to practice the professions of architecture or engineering as required by FAR 36.601-4(b). If a firm is in a jurisdiction that requires A-E firm registration, the firm must provide proof of registration. Evaluation Standards: Sf-330, Part I, Section E. Provide resumes for all key personnel proposed under this contract. Resumes are limited to one page each, single sided and must indicate: professional registration (including registration/certification number), certification, licensure and/or accreditation in appropriate disciplines; recent experience on project-specific work relevant to the services required under this contract; and proposed role in this contract. Indicate participation of key personnel in example projects in the SF-330, Part 1, Section G. Factor 2: Specialized Experience Evaluation Factor: It is considered important to the Government that the Offeror, their subcontractors, and key project and site personnel are available, committed, and have substantiated experience with fish habitat design work similar in nature to the work requirements contained within this solicitation. The Middle Methow (defined as the Methow and its tributaries between Pateros and Winthrop, WA) Complex Fish Habitat Restoration Design Services contract will require expertise in hydrologic/hydraulic engineering and numerical modeling, U.S. Army Corps of Engineers levee setback or other modification, process geomorphology, stream rehabilitation, sediment transport analysis, anadromous fish habitat biology, aquatic ecosystem functionality, project planning, environmental compliance and permitting, and project management. For the purposes of this evaluation, similar types of projects are defined as follows: (i) Design of similar types of habitats on the main-stem Methow River or similar. (ii) Design of projects involving U.S. Army Corps of Engineers levee setbacks or other modifications. (iii) Habitat improvement projects that are more than one (1) mile in length. Evaluation standards: All information for Factor 2 must be submitted in the SF-330, Part I, Section F. Firms shall submit a maximum of five (5) relevant projects that best demonstrate specialized experience of the proposed team in the areas outlined above. For the purposes of this evaluation, a relevant project is defined as a completed final deliverable of one or more of the similar types of projects listed above. Work must have been completed within the past seven (7) years immediately preceding the date of issuance of this notice. Submitted projects shall be no more than 1 page in length per project and shall include date of project design completion (month and year), constructed or not constructed, project estimated construction value, and project size, with sufficient and concise information to convey relevancy of the project. The projects provided must be completed by the actual office/branch/regional office/individual team member proposed to manage and perform work under this contract. Include a contract number and DUNS number along with each firm name. Firms may be considered more favorably by demonstrating the following: a. One example for which the firm provided design services for a new habitat project. b. One example for which the firm provided full services for the project from design through construction. If more than the maximum number of projects is submitted, the Government will evaluate projects in order of submission up to the maximum number and will not evaluate projects beyond the maximum number specified in the submission requirements. Joint Venture: If the firm is a joint venture, projects performed by the joint venture should be submitted; however, if there are no projects performed by the joint venture, at least one project must be submitted for each joint venture partner, not to exceed a total of five (5) projects. Firms who are offering as a joint venture must include with their submission a copy of the joint venture agreement. Failure to include the joint venture agreement may result in the firm ¿s elimination from further evaluation. Factor 3: Capacity to Accomplish the Work in the Required Time: Evaluation Factor: Firms will be evaluated on the strength of the quality control program proposed by the firm to ensure delivery of quality products and services under this contract and means of ensuring quality services from their consultants/subcontractors. Firms must demonstrate capacity to perform approximately $1,000,000.00 in work of the required type in a one-year period. The evaluation will consider the availability of an adequate number of personnel in key disciplines and equipment availability. Explain quality control program processes and procedures proposed for this contract, specifically for the technical accuracy of and assurance of overall coordination of plans and specifications and engineering and design services. Describe the firm ¿s capability and capacity to handle multiple projects at the same time, and the ability of the firm to provide qualified backup staffing for key personnel to ensure continuity of services should they be required. Describe how the firm ¿s quality control program extends to management of subcontractors. Provide quality control process chart showing inter-relationship of the management and team components. Evaluation Standard: Offerors will be evaluated on their ability to demonstrate sufficient capacity, deliver the required work in a quality manner, and manage workload and relationships. Factor 4: Past Performance: Evaluation Factor: Past performance on Bureau of Reclamation and other contracts with respect to cost control, quality of work, and compliance with performance schedules, as determined from the Past Performance Information Retrieval System (PPIRS) and other sources. Letters of recommendation, endorsements, and other relevant information submitted by the A-E will be considered. For each relevant contract or reference, the offeror is requested to provide: Agency/company and contact point, Period of Performance, Dollar value of contract, Contract number and type. The offeror shall provide specific information of recent relevant contracts which support performance over the past three years and provide three references who can confirm your past performance. Firms will be evaluated on past performance with Government agencies and private industry in terms of work quality, compliance with schedules, cost control, and stakeholder/customer satisfaction, with an emphasis on example projects presented in Factor 2, Specialized Experience. Firms lacking past performance will receive a neutral rating, in accordance with FAR 15.305. References may be contacted regarding such topics as: your firm ¿s capabilities, efficiency and effectiveness on their projects; whether your firm ¿s performance conformed to the terms and conditions of their contract; how reasonable and cooperative your firm was during performance; and your firm ¿s commitment to customer satisfaction. The Government may also utilize other information obtained via customer inquiries, information in Government databases, and other information available to the Government including points of contact in other criteria. For those contracts with less than positive performance, you are encouraged to provide a description of the problems and the efforts made to correct and to prevent future occurrences. Firms may provide any information on problems encountered and the corrective actions taken on projects submitted under Factor 2, Specialized Experience. Firms may also address any adverse past performance issues. Information must not exceed two double-sided pages (or four single-sided pages) in total. Evaluation Standards: The government will evaluate the Offeror ¿s past performance. Subcontractor past performance will also be evaluated when Letter(s) of Commitment are provided, and the work performed pertain to the critical work components described in Factors 1 and 2. The Government will evaluate information provided and the received Past Performance Questionnaire (PPQ) from references. In addition, the Government will evaluate: 1) Information provided by PPIRS or letters of recommendation. 2) The past performance for work on projects of similar scope, complexity, and magnitude to the work required under this solicitation. The past performance involving work accomplished under critical completion timeframes and outages. 3) The Government will view an Offeror or subcontractor without a record of relevant past performance for whom past performance is not available with a neutral rating. Factor 5: Knowledge of the Locality: Evaluation Factor: The evaluation will consider the firm ¿s knowledge of the Methow Basin, key stakeholders, and river restoration efforts in that basin. Evaluation Standards: Firms will be considered more favorably by describing their familiarity and working relationships with multiple local stakeholders, physical extent of projects they have worked on throughout the Methow Basin, and documentation of past participation in project development and funding related tours, meetings, and processes in the basin. Factor 6: Geographic Location of the firm: Evaluation Factor: The most advantageous location would be nearest to the Methow Basin. Geographic location of the firm will only be used as a tie-breaker among technically equal firms. Provide the location of the office(s) that will be performing the work, including main offices, branch offices, and offices of team members. Evaluation Standards: Mileage and travel time for key personnel from project to offices of members that will be performing the work. COMPETITIVE RANGE DETERMINATION. The competitive range determination information in the solicitation is as follows: When consensus rating for all proposals have been completed, the TPEC will present a summary of their evaluation to the Contracting Officer. Their summary will include: Identification of submission rejected as being technically unacceptable, and reasons for that determination. (Major weaknesses beyond discussion.) Identification of submission that meet most minimum requirements but did not fall into the category of ¿acceptable ¿, including a list of the major weaknesses for each submission. These weaknesses may be negotiated to correct submission deficiencies, at the discretion of the Contracting Officer. If the determination is that the proposal fails to comply with basic solicitation instructions or is weak and lacking in clarity concerning ability to meet the basic requirements, it will be excluded from the competitive range, since it could not be made acceptable without major revisions. The board will identify at least three of the highest ranked firms for the competitive range eligible for advancement to the next stage. Final Selection The Contracting Officer will request pricing from the most highly qualified firm. Those prices will be evaluated in accordance with FAR Part 15. In the event that a fair and reasonable price cannot be determined for that offer, the Contracting Officer will request pricing from the next most highly qualified firm. This process will continue until a fair and reasonable contract can be awarded or until all recommended firms have been exhausted. (c) Firms desiring consideration shall submit an original SF-330, Architect-Engineer Qualifications package, Parts I and II, along with one electronic copy on CD (using Microsoft Word (doc) or Adobe Acrobat (pdf)). Firms shall also submit one (1) original and four (4) copies of the completed SF-330. DO NOT SUBMIT ANY PRICING PROPOSAL INFORMATION with the completed SF-330. (i) The SF-330 must be typed, one sided, at least 11-point Times New Roman or larger. Do not put information outside the form. Part I must not exceed twenty-five (25) single-sided 8.5 by 11-inch pages [single-side reference is for counting purpose only, physical pages are to be printed on both sides] (the page limit does not include certificates or licenses, nor does the page limit include cover sheets, dividers, or other requested documentation (e.g., joint venture agreement, proof of A/E firm registration) provided that these do not contain any substantive information submitted in response to the synopsis or intended to demonstrate the qualifications of the firm). Part I pages must be numbered sequentially. Cover page shall include company name, solicitation number, DUNS, and CAGE code in the lower right-hand corner. (ii) The organizational chart may be one-page single-sided 11 by 17-inch foldout, using 11-point font or larger (font limitations do not apply to graphics, captions, or tables but must be legible). (iii) Include your DUNS and CAGE numbers in Part 1 Contract Specific Qualifications, Block 5 of the SF-330 along with firm name. (d) After discussions are held with at least three of the most highly qualified firms, the selection authority shall forward a list of selected firms to the Contracting Officer, in accordance with FAR 36.6. The Contracting Officer may then initiate negotiations, and a request for proposal shall be forwarded, first to the most preferred firm on the list. Price proposal instructions included in this solicitation shall only apply to those firms with whom negotiations are initiated. Price proposal information shall be submitted only when specifically requested by the Contracting Officer. The last day to submit any questions will be 3:00 pm local time on April 8, 2019 Questions will only be accepted via email, saiken@usbr.gov.
