- The work for this project includes, but is not limited to, constructing a low rise (one-story) Inert Storehouse with reinforced concrete walls and roof. The work also includes constructing a low rise (one-story) Ordnance Operations Building with reinforced concrete walls and roof to provide administrative spaces to support United States Marine Corps ordnance operations within the 9100 Area Compound and demolition of existing Building 9100 and incidental related work. Estimated range is from $10,000,000 to $25,000,000. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 236220 AND AVERAGE ANNUAL RECEIPTS IS $36.5 MILLION OVER THE PAST THREE YEARS. The contract completion period is anticipated to be 700 calendar days. This is a source selection procurement requiring both technical and price proposals. A search was conducted on the Dynamic Small Business Search website to identify potential small businesses of 8(a), HUBZone, women-owned, and service disabled veteran owned concerns. As a result of the search, a determination was made to solicit this procurement on an unrestricted basis inviting full and open competition. The NAVFAC Pacific small business office concurs with this decision. A site visit is scheduled for 21 May 2019, 10:00 a.m. Chamorro Standard Time. This site visit is to provide Offerors with an opportunity to familiarize themselves with the job sites and the conditions to be encountered and is not for the purpose of answering questions. All Offerors (regardless of DBIDS access credentials) interested in attending the pre-proposal site visit will be required to complete and submit the necessary access forms; also, visitors must submit a copy of either their U.S. Passport or REAL ID compliant ID. Any foreign nationals attending the site visit shall complete the Foreign National Access Request Form and provide a copy of their passport. Completed forms and IDs will be sent to Adele Murakami at adele.murakami@navy.mil on or before 29 April 2019, 2:00 p.m. Hawaii Standard Time. Forms and additional information regarding the site visit will be provided in the Request for Proposal, which will be available on or about 15 April 2019. Contract award will be made to the responsible offeror whose offer, conforming to the RFP, is determined to be the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-price factors. The non-price factors are as follows: (1) Experience, (2) Past Performance, and (3) Safety. Printed copies of the RFP will not be issued. The RFP, excluding the specifications and drawings, will be available through the Navy Electronic Commerce Online (NECO) website: https://www.neco.navy.mil/. The RFP, including the specifications and drawings, can be accessed at the Federal Business Opportunities (FBO) web site: https://www.fbo.gov/. Contractors must register at the FBO website to obtain access to the RFP. Registration instructions can be found on the FBO website. Once registered in FBO, the contractor must request explicit access to view the documents. An email will be forwarded once the contracting office has approved or declined the request. Approved contractors may view and/or download the RFP documents. Amendments will normally be posted to the NECO web site http://www.neco.navy.mil. If the amendment contains drawings, the amendment, excluding the drawings, will be posted to NECO at http://www.neco.navy.mil. If the amendment contains drawings, the drawings can be accessed at the FBO website: https://www.fbo.gov/. It is highly recommended that firms register on the NECO and on the FBO websites as this will be the only plan holder ™s list available. It is the offerors responsibility to check the NECO and FBO websites periodically for any amendments to the solicitation.
