- Market Research - Sources Sought THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought is in support of Market Research being conducted by U.S. Fish and Wildlife, R7 Alaska Region for a possible five-year Blanket Purchase Agreement set-up of court reporter services in Alaska. This is not a Request for Proposal (or solicitation) or an indication that a contractual commitment will exist for this requirement. The Government does not intend to award a contract based on this market research. The U.S. Fish and Wildlife, Alaska Region, Contracting and General Services department is requesting information, pursuant to FAR PART 10, in support of Market Research to identify potential sources for the court reporter service. The proposed North American Industry Classification Systems (NAICS) code is 561492 Court Reporting and Stenotype Services, with a size standard of $15M. The Government is seeking interested and compatible businesses including large business, small business and all socio-economic businesses. The Government requests that interested parties respond to this notice if applicable and identify your business status to the identified NAICS code. The contractor shall provide all management, supervision, labor, travel and supplies necessary to provide court reporter services as specified for various U.S. Fish and Wildlife Service (FWS) programs in Alaska. The contractor will be responsible for providing accurate transcripts of all FWS program related meetings that fall within the period of performance. The estimated amount of meetings per year is roughly 30 local (Anchorage) and in-state meetings ranging from one day to four days in length. All personnel engaged in the work to be accomplished under this contract shall be fully trained in the appropriate protocol and activities supporting the meetings. FWS currently provides the following equipment: Bosch 800 Ultro Microphone/Recorder Unit without speakers, wires, or mixers, SKB - Telco Unit (2) and Clear One Telco Converge Pro TH20 units. FWS provides this equipment, but the contractor shall be required to supplement that system with their own equipment which could include microphones and speakers. Any equipment used for public address must interface with the recording equipment and digital or analog phone systems at meeting locations. A telephone integration system capable of providing a direct audio feed between parties over digital or analog telephone lines, as well as integrating this audio into meeting recordings is required. Recording equipment utilizing audio or digital recordings will be required to build transcripts. The contractor will be responsible for transportation and set-up of the sound equipment and telephone integration system, as well as ensuring it is performing correctly. The contractor and/or staff will be required to travel to meeting locations across the state of Alaska. Some of these locations are in remote Alaska towns, villages and islands (as found in Southeast Alaska) which can create challenges to logistics. Inclement weather and other issues may occur when in travel status. USFWS will provide certain evaluation factors regarding this requirement at the time of solicitation. Travel expenses are not to exceed the costs of traveling in state and shall be in accordance to the Federal Travel Regulations as set by the Department of Defense (Alaska only). Proposed line items may include deliverable timeframes (expedite, 2-day, etc.), daily rates (local, travel), travel (airfare, lodging in accordance to the Federal Travel Regulations for Alaska), and price per page. The Government would consider other line items if the industry identifies the need. The Government requests that interested parties respond to this notice in writing including details of your ability to perform the work required and your business location.
