Description
This is not a solicitation announcement. This is a Sources Sought only. The Department of Veterans Affairs (VA) is performing market research to determine if there are any vendors with economic status of Service Disabled Veteran Owned, Veteran Owned Small Business, Women Owned, and other Small Businesses that can provide immuohistochemical (IHC) stain analysis which shall include transportation of specimens, analysis, supervision, labor, and all equipment necessary for results for VA San Diego Healthcare System (VASDHS), located at 3350 La Jolla Village Drive, San Diego, CA 92161. Responses to this source sought will be used for market research purposes. There is no solicitation document as this time. The NACIS 541380 Testing Laboratories. The size standard is 15 million. NOTE: Please ensure that SAM indicates this NAICS code if you are interested in the requirement. Only firms interested and capable should send their information and capability statement and any questions by email to monica.griffin@va.gov no later than April 5, 2019. 12:00 PM Pacific Standard Time. Telephone responses will not be accepted. Written responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on www.fbo.gov website. All interested offerors shall respond to the solicitation announcement in addition to responding to this sources sought announcement. The Veterans Affairs, Network 22 Contracting Office, is seeking sources for a base plus with the Government s option to renew up to four additional option years contract for the following services: SPECIFICATIONS: All antibodies for the IHC stains (CPT 88341 88342). Routine slides that are stained for H&E (Hematoxylin and Eosin tissue dyes). Slides stained for special stains (CPT88312, 88313) are Non-routine cytochemical stains. The Contractor shall perform repeat tests at no charge to the government if the technical quality of the workmanship does not in the government requesting physician's opinion; meet the standard of the strains, as specified by the College of American Pathologist (CAP) accreditation standards. When requesting these tests, the government requesting physician or representative will explain the quality or any discrepancies observed. Repeat tests shall be the same test originally ordered. The Contract shall perform the technical component and send the completed physical slides to VASDHS within one (1) day. VASDHS Pathology Lab shall gave the request orders of slides and blocks ready for pick up by the contractor by 4:00pm (Pacific Time) (Day 0) and the completed slides shall be physically delivered to VASDHS Pathology Lab by 9:00am (Pacific Time) the next business day (Day 1). TRANSPORTATION SERVICES: The Contractor shall provide courier services to and from the VASDHS on an as-needed basis during business hours, weekend and holidays at no additional charge to the Government. Emergency transport services shall be available within one hour of notification of specimen readiness at no additional charge to the Government. The Contractor personnel shall comply with all policies and procedures for tracking specimens. These policies and procedures shall be mutually agreed upon between the VASDHS and the Contractor and shall include, but not be limited to, documentation of dispatch and receipt of specimens, condition of specimens upon receipt, and identification of transport personnel. PERSONNEL QUALIFICATIONS: The Contractor shall be licensed/accredited by the College of American Pathologists (CAP), Nuclear Regulatory Commission, Center for Disease Control, Medicare and other state regulatory agencies as mandated by Federal and State statutes. The laboratory shall be certified and meet the requirements of the Clinical Laboratory Improvement Act (CLIA) of 1988 and shall comply with the National Standards to Protect the Privacy of Personal Health Information in accordance with HIPAA. The Contractor shall ensure compliance with the following: VHA Directive 1106, available at http://vaww1.va.gov/vhapublications/index.cfm; VHA Handbook 1106.01, Pathology and Laboratory Medicine Service Procedures; http://vaww1.va.gov/vhapublications/index.cfm; Privacy of Personal Health Information in accordance with HIPAA.
