- THIS IS NOT A SOLICITATION. This is a Sources Sought Notice only and is issued to conduct market research and gain knowledge of current market capabilities. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This notice is issued solely for information and planning purposes and does not constitute a solicitation or a guarantee to issue a solicitation in the future. This notice does not commit the Government to contract for any supply or service. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Not responding to this notice does not preclude participation in any future solicitation, if issued. This announcement is based on the best information available at this time and is subject to future amendment. The Department of Veterans Affairs, Network Contracting Office 4, 100 S. Independence Mall West, Philadelphia, PA 19106, is conducting a market survey to identify potential sources to provide graphic design services for the Wilkes-Barre VA Medical Center (WBVAMC) as follows: 1. Title of Project: Wilkes-Barre VA Medical Center (WBVAMC) Graphic Design Services 2. Scope of Work: The contractor shall provide all resources necessary to accomplish the deliverables indicated below. Project purpose is to support the provision of quarterly updates and news to various stakeholders including employees, elected officials, service organizations and Veterans. Contractor, in support of this purpose, will provide technical guidance and graphic design deliverables for the newsletter, annual report, and other materials as needed. No geographical requirements for performance. The Government anticipates award of a firm fixed price contract, to include one base year and four one-year options. 3. Deliverables: QUARTERLY NEWSLETTER: A principle requirement of the Contractor shall be the provision to WBVAMC of a graphic/visual layout of the quarterly newsletter. The length of the quarterly newsletter may vary depending on content desired and events occurring in the pertinent time period, but will be a minimum of four pages and a maximum of twelve pages. The Contractor shall provide the following in conjunction with this service: Format all copies Size, edit and format all images Create and design compelling graphics from raw data into visual representations All copy and images provided by WBVAMC or a designated third party. In rare circumstances, contractor will need to provide stock photos. Final, print ready files available for download Capability of transferring high resolution images and large document files quickly, for example, viable FTP capabilities. PDF, web-ready, 508 compliant, versions of all deliverables included Deliverables are to be provided as coordinated but will not exceed (4) editions within a contract year. ANNUAL REPORT: A principle requirement of the Contractor shall be the provision to WBVAMC of a graphic/visual layout of the annual report. The length of the annual report may vary depending on content desired and events occurring in the pertinent time period, but will be a minimum of twelve (12) pages and a maximum of twenty-four (24) pages. The Contractor shall provide the following in conjunction with this service: Format all copies Size, edit and format all images Create and design compelling graphics from raw data into visual representations All copy and images provided by WBVAMC or a designated third party. In rare circumstances, contractor will need to provide stock photos. Final, print ready files available for download Capability of transferring high resolution images and large document files quickly, for example, viable FTP capabilities. ADDITIONAL GRAPHIC/LAYOUT DESIGN SERVICES Other design and layout products as requested by VA to include but not limited to posters, brochures and other media. Contractor shall provide an hourly rate for the performance of miscellaneous graphical design, layout and compliance work. Miscellaneous contract hours shall be quoted on hourly basis. No more than 40 miscellaneous contract hours shall be requested within the course of a year. There is no minimum guaranteed usage of miscellaneous hours. Scheduling of products which result from the utilization of miscellaneous contract hours shall be coordinated at the time of the work. The North American Industry Classification System Code (NAICS) is 541430, Graphic Design Services, and the Small Business Size Standard is $7.5 million.
