THIS IS A BRAND NAME JUSTIFICATION THAT IS IN CONNECTION WITH THE COMBINED SYNOPSIS/SOLICITATION, 36C24419Q0483 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: REDACTED 1. Contracting Activity: Department of Veterans Affairs, VISN 04, Lebanon Medical Center Program Office: Wilmington VA Medical Center. 2237: REDACTED 2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This requirement is for the purchase of reports and findings for the LENEL security cameras. This Brand Name justification is being issued to justify the need for LENEL services. This requirement will be solicited, evaluated and awarded in accordance with FAR Part 13.5. The required service to be provided is an on-site assessment for all LENEL security cameras throughout the Wilmington VA Medical Center campus. LENEL certified vendors are the only entities capable of providing this service throughout the facility. The vendor is to provide reports of findings to the Contracting Officer Representative. The service is estimated to be completed within 30 calendar days after receipt of order (ARO). 3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The requested procurement was to seek out a qualified entity that is capable of assessing the LENEL Security System at the Wilmington VA Medical Center. LENEL certification is required by vendors to service the cameras and provide accurate information. This is also due to the LENEL security cameras connected to the LENEL servers that is located at the Medical Center. 4. Description of market research conducted and results or statement why it was not conducted: The requested procurement was to seek out a qualified entity that is capable of assessing the LENEL Security System at the Wilmington VA Medical Center. In accordance with FAR 8.002(a)(2), AbilityOne was searched using the following keywords: Security, Assessment, and Camera. The keyword "security" only yielded one (1) result, but it does not relate to the essential need of the requirement. The other two (2) keywords had no results. Due to the nature of the requirement, UNICOR was not searched. A search on the General Services Administration (GSAAdvantage) was searched using the following keywords: Camera Assessment, Assessment, Camera, and Security Camera.The results of the keywords above, resulted in a total of 18,172 hits across the four (4) keyword searches. Reviewing the schedules, there are vendors that are capable of assessing security systems, but it cannot be verified if they hold the proper LENEL certification to carry out this required service. A search on the National Acquisition Center (NAC) was searched using the keywords mentioned in the GSA section. This search resulted in 1,520 hits with the keywords. REDACTED is listed as having camera inspection under their NAC contract, but no verification of LENEL certification could be verified. In an attempt to seek out more willing and capable vendors, a Sources Sought Notification, using NAICS 561621, was posted onto FedBizOpps.gov. During the time of the Sources Sought Notification, two (2) SDVOSB vendors, REDACTED and REDACTED, and one (1) Small Business, REDACTED, expressed an interest in this procurement. REDACTED holds a NASA SEWP contract, REDACTED. Searching on GSA and SEWP, shows REDACTED not in possession of any Federal Supply Schedule. The two (2) SDVOSB vendors were contacted for additional information. REDACTED has stated that they have the LENEL certification to perform this service. REDACTED was also contacted but did not provide any response. A special note is that a memorandum from the former Deputy Secretary, W. Scott Gould, of the Department of Veterans Affairs, was distributed on May 16, 2013, titled, "Waiver Revision to the Mandatory Use of Solutions for Enterprise-Wide Procurement (SEWP) IV Contract (VAIQ 7343830)." In this memorandum, it states that NASA SEWP is a mandatory source for Information Technology (IT) commodities acquisitions. Though this is not an acquisition for commodities, the pre-negotiated terms and price, make this an advantageous avenue of procurement for the government. A late reply to the Sources Sought Notification was submitted by REDACTED (SDVOSB). This vendor does not hold a Federal Supply Schedule. This vendor was contacted, like the previous SDVOSB vendors, for additional information, but did not provide a response. 5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106- 1(b).
