Description

The United States Marshals Service (USMS), is conducting a Sources Sought synopsis for information purposes only. This is not a solicitation announcement. Currently, no solicitation is available. This request for information does not commit the Government to pay any cost incurred in preparation of any submission to this Sources Sought Notice. The purpose of this request for information is to gain knowledge of potential qualified sources. Responses to this sources sought synopsis will be used by the Government to make appropriate acquisition decisions and gain knowledge of potential qualified sources to provide secure detention services of Federal prisoners in the custody of the USMS. After review of the responses to this sources sought synopsis, and if the Government still plans to proceed with the acquisition, a solicitation announcement will be publicized in FedBizOpps. All interested offerors will be required to respond to the solicitation announcement in addition to responding to this sources sought synopsis. It is the potential offeror's responsibility to monitor this site for the release of any solicitation or synopsis. The anticipated scope of services required include the management and operation of a government-owned facility to include the following: 1) Management and Operation of the physical plant to include Government Furnished Property (GFP); 2) The security and management of the detainee population; 3) All aspects of operating a secure detention facility in accordance with the American Correctional Association Standards, and a Performance Work Statement (PWS); 4) All necessary equipment and supplies for contract performance, with the exception of designated GFP The USMS is conducting Market Research to determine contractor interest for the Management and Operation of a Government-Owned/Contractor-Operated detention facility located at 1115 N Imperial Avenue, El Centro, CA 92243 with a capacity for the care and custody of approximately 500 prisoners which will be in the custody of the USMS. Interested parties must clearly demonstrate they have verifiable corporate experience operating a secure correctional/detention institution for a continuous three-year period and should submit a capability statement and the following: Name and address of firm; size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact name, address, and phone number) and verifiable corporate experience operating a secure correctional/detention institution for a continuous three-year period. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. All responses shall be submitted to Mr. Dane Smith no later than 4:00 PM Eastern April 19, 2019.
