- The United States Marshals Service (USMS), Prisoner Operations Division (POD) is in the process of conducting Market Research to determine the availability contractor owned and operated secure detention facilities. This Sources Sought Synopsis is for information purposes only and is not a solicitation announcement, no solicitation is available at this time. The purpose of this request for information is to gain knowledge of potential qualified sources to provide secure detention services of Federal prisoners in the custody of the USMS. This request for information does not commit the Government to pay any cost incurred in preparation of any submission to this request. Responses will be used by the USMS to make appropriate acquisition decisions. After review of the responses, and if the USMS determines to proceed with a solicitation, an appropriate announcement will be publicized in FedBizOpps. It is the potential offeror's responsibility to monitor this site for the release of any solicitation or synopsis. The anticipated scope of services will be for the management and operation of a Contractor-owned/Contractor-operated detention facility for federal detainees. The population will be individuals charged with federal offenses and detained while awaiting trial or sentencing or hearings. The geographic location acceptable is the State of California. Construction of a new facility will not be a consideration, however, USMS will consider f acility expansion, or construction of a limited addition to an existing structure, or facility, and new construction or reconstruction of a small facility on a previously developed site. USMS will consider any size facility, or portion of an operating facility which may be available for housing of Federal prisoners. Interested parties having the required physical plant to meet the above requirement should submit a capability statement to include the location of the facility and the following: Name and address of firm; size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged; number of years in business; affiliate information; parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact name, address, and phone number). This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. All responses shall be submitted to Mr. Dane Smith no later than, 4:00 PM Eastern April 19, 2019.
