Description
INTRODUCTION: In accordance with Federal Acquisition Regulation (FAR) 52.215-3, Request for Information or Solicitation for Planning Purposes this Sources Sought Notice is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) is conducting a market survey and is seeking qualified Architect-Engineering (A-E) firms to provide professional A-E Services for the following projects: Construct Endoscopy Suite Renovate for Relocation of Oncology, Hematology, and Dialysis 1st floor Both projects are located at the Robert J. Dole VA Medical Center (VAMC) located at 5500 E. Kellogg Ave., Wichita, KS 67218 and will be solicitated separately as Design projects. DESIGN PROJECT DESCRIPTION: Construct Endoscopy Suite - A/E shall design a new three-story building which will support the functions of Endoscopy Suite and Surgical waiting and recovery space on second floor, Bio-Medical Repair & Maintenance (Bio-Med) and Information Technology (IT) sections. Bio-Med shall be located on the ground floor with IT being located on the 1st floor. Each floor shall be five thousand square feet (5000 SF) for a total of fifteen thousand square feet (15,000 SF), including a four (4) stop elevator with lobbies. This will allow Bio Med and IT server rooms to be collocated per VA design guide requirements on the first above grade floor of a new building. Renovate existing waiting room space of approximately 925 SF. AE will study local asbestos survey to identify areas of remediation. The AE will be responsible for all specifications and cost estimations associated with the study, as well as provide asbestos survey and testing with 3rd party monitoring during the construction phase. Renovate for Relocation of Oncology, Hematology, and Dialysis 1st floor - A/E shall design a renovation for building 1 first floor east wing which will support the functions of Oncology, and other clinics. Which will be a total of eight thousand square feet (8000 SF). Included in the 8000 SF will be the main lobby which is historic. This project will need to include way finding at the elevators, and throughout the clinic. Design plan will need to include future ADA access location. A/E will study local asbestos survey to identify areas of remediation. The AE will be responsible for all specifications and cost estimations associated with the study, as well as provide asbestos survey and testing with 3rd party monitoring during the construction phase. PROCUREMENT INFORMATION: The proposed projects listed above will be a competitive, firm-fixed-price contract utilizing FAR 36 A-E Services and the Brooks Act. The type of socio-economic set-aside, if any, will depend upon the responses to this notice and any other information gathered during the market research process. These projects are planned for advertising in mid to late June of 2019. The North American Industry Classification System (NAICS) code 541310 (size standard $7.5 million) applies to this procurement. The duration of both projects is currently estimated at 300 calendar days from the issuance of a Notice to Proceed. CAPABILITY STATEMENT: Respondents shall provide a general capabilities statement in the following format: Section 1: Provide company name, DUNS number, company address, Point-of-Contact name, phone number and email. Section 2: Provide company business size based on NAICS code 541310 Engineering Services. Also, provide business type (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Women-Owned Small Business, Hub Zone Small Business, etc.), the number of years in business, affiliate information, parent company, joint venture partners and potential teaming partners. Section 3: Provide the Offerors headquarters location and any/all branch office locations. Section 4: Provide a Capabilities Statement. Section 5: Provide a Statement of Interest in the project. Responses must include the Sources Sought number and project title in the subject line of their e-mail response. Submissions (responses) shall be submitted via email to the primary point of contact listed below by April 9, 2019 at 2:00 PM ET. No phone calls will be accepted. The response to this Sources Sought shall not be considered to be a bid or proposal. This notice is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. No evaluation letters and/or results will be issued to the respondents. After completing its analyses, the Government will determine whether to limit competition among the small business categories listed above or proceed with full and open competition as other than small business. At this time no solicitation exists; therefore, please DO NOT REQUEST A COPY OF THE SOLICITATION. If a solicitation is released it will be synopsized in FedBizOpps at https://www.fbo.gov.
