Description
Request for Information (RFI) The Department of Veterans Affairs (VA) is issuing this RFI in accordance with FAR 15.201(e). The agency does not intend to award a contract but rather gather information on capability, delivery and other market information pertinent for acquisition planning. The result of this market research will contribute to determining the method of procurement and identify parties having an interest in and the resources to support this requirement for the following: Rideshare Services RFI Purpose Given the VA s successful internal Proof of Principle (Pilot), the Government intends to launch a Rideshare Initiative effort to create an enduring VA service that allows for ridesharing services. The Government s plan is to roll out initially in the Washington DC metropolitan area, with the potential to expand nationwide in the following years. Scope The Government seeks information for an enduring program that allows for up to 200 VA employee riders per year in the Washington, DC metropolitan area. With the potential to expand nationwide, the Government is interested in information for vendors who can provide ridesharing services that allows up to 2000 VA employee riders per year, nationwide. Methodology The Government is interested in vendors who offer de-centralized use of ridesharing services so that individual employees coordinate their own transportation requests. Acceptable systems shall require an Administrator to directly enroll all users into the program. Administrator enrollment triggers an invite email from the vendor with simple instructions to link the vendor s Rideshare mobile app to Dept of Veterans Affairs account. OA provides oversite and reconciliation of monthly billing statement. Centralized Payment Vehicle (contract) VA Employees Rideshare Vendor contracted with VA for single payment Reconciliation and Oversite by VA Program Manager All participants call their own rides via phone Implementation Plan: Summary of Objectives Rideshare contract vehicle that allows for 200 monthly VA employee users in the metropolitan Washington DC area Employees retain individual ride-hailing capability with their phone; no centralized ride coordinator VA retains Administrator rights to adjust ride thresholds (cost per trip/number of trips per month) Monthly invoicing VA visibility of rider and usage metrics via reports. Option to expand in following years (increase rider-ship/locations) THERE IS NO SOLICITATION AT THIS TIME. This request for capabilities information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Your responses may be shared with all stakeholders, thus the information received will not be considered proprietary.
