- Page 5 of 5 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Health Level Seven (HL7) Benefactor Membership Renewal FBO Notice: 36C77619Q0081 The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) intends to issue a sole source contract Health Level Seven for their Benefactor Membership Renewal. This is an annual membership in which the period of performance is May 09, 2019 to May 08, 2020. The VA intends to solicit and negotiate with Health Level Seven (HL7), 3300 Washtenaw, Ann Arbor, MI, 48104, USA. Membership to HL7 is crucial to the ongoing expansion and enhancement of the HL7 standard and the overall success of the organization. The Benefactor level of membership offers additional benefits that help the organization emphasize their involvement with HL7. HL7 and its members provide a framework (and related standards) for the exchange, integration, sharing, and retrieval of electronic health information. HL7 standards support clinical practice and the management, delivery, and evaluation of health services, and are recognized as the most commonly used in the world. There are seven (7) HL7 standards categories: Primary Standards, Foundational Standards, Clinical and Administrative Domains, EHR Profiles, Implementation Guides, Rules and References, and Education & Awareness. Health Level Seven (HL7) is the only source capable of providing a membership to HL7. A HL7 membership is unique as HL7 is the standard by which the VHA transmits patient information, and HL7 is the only company in the entire world that develops this standard. The HL7 standard is used by 90% of IT vendors that serve the healthcare industry and VA s access to HL7 standards is vital to ensure seamless and accurate transmission of patient information. The NAICS code for this procurement is 813920 and the Small Business Administration Size Standard is $15 Million. This notice of intent to is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
