Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quotation is being requested and a written solicitation will not be issued. The U.S. Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Exposure Research Laboratory (NERL), Exposure Methods & Measurements Division (EMMD), at the Andrew W. Breidenback Environmental Research Center (AWBERC) in Cincinnati, Ohio requires a contractor to provide and install a Vaporizing Hydrogen Peroxide (VHP) system to decontaminate the existing government-owned Aerosol Containment System (ACS). The ACS, which was installed in 2013, consists of three units, integrated and custom-fitted into a single unit, composed of a Madison Exposure Chamber connected to a customized class III biological safety cabinet. This is connected to a class II biological safety cabinet via a class III pass-through cabinet. The ACS allows aerosolization research involving the exposure of animals to high concentrations of aerosolized forms of chemical and biological agents, including infectious organisms, in order to study pathogenicity and virulence. Currently, a chlorine dioxide gas system is used, which emits a toxic chlorine gas during operation, which, over time, is damaging to equipment within the ACS. It would be harmful to personnel if a leak occurred. A VHP system provides a non-toxic and environmentally friendly alternative, with byproducts of water vapor and oxygen. The addition of the VHP will allow researchers to safely decontaminate the ACS while minimizing risk to equipment and personnel. All necessary components and materials for a complete VHP system shall be included with the following salient characteristics to meet the minimum requirements: This item description establishes the minimum requirements for the purchase and installation of the VHP. Utilizing this system, researchers will be able to safely decontaminate the ACS after experimental exposure of a pathogen. All necessary components and materials for a complete VHP system shall be included with the following salient characteristics to meet the minimum requirement: Design: The system/instrumentation shall be of the manufacturer's current design. It shall be a new unit and include any additional features necessary to comply with the requirements specified herein. Additional features which are not specified herein, but are part of the manufacturer's current design, shall be included in the furnished equipment. - VHP Bio-decontamination System - Validation Package (highest level) - Hydrogen Peroxide. Hydrogen peroxide cartridges must be disposable. - Biological Indicators Safety: The VHP shall have the following safety features - Non-toxic - Less corrosive residue - Extend the life and use of the ACS without compromising a safe and effective decontamination process Warranty: All items warranted against defects in design and workmanship for one (1) year from the date of acceptance. General Specifications: The VHP shall be of the manufacturer's most current proven commercial design, providing the capabilities and performance characteristics specified herein as minimum requirements: - Low temperature vaporized hydrogen peroxide system for bio-decontamination of the ACS. - All-in-one design (self-contained) that enables dehumidification, conditioning, bio-decontamination, and aeration, with no added accessories. - Dual-loop technology that first emits a vapor then rapidly converts hydrogen peroxide vapor into water vapor and oxygen. - Must have a touch-screen with graphical user interface. - The entire unit must be movable. On-Site Instrument Verification and Training: - The vendor shall provide on-site verification of instrument operation by demonstration that the instrument is in working order and meets the salient characteristics of this item description. - The vendor shall provide on-site installation and training. This must be scheduled with the Technical Point of Contact within five (5) business days after award. Partial orders will not be accepted. Offeror's must include all requested items. Delivery shall be FOB Destination and made within 45 Days After Award.
