Kingsbridge Road Rm. 9b16 Bronx NY 10468 Synopsis: Please note that this is not a request for quotes or proposals, the Government is seeking information for market research purposes only. The Department of Veterans Affairs, Bronx VA Medical Center, is conducting a market survey for qualified firms capable of providing the following services for Bronx VAMC. ARMED COURIER SERVICES. Scope of Work: Contractor shall furnish all personnel, labor, equipment, and supplies necessary to provide courier service for James J. Peters VAMC located at 130 West Kingsbridge RD, Bronx, NY, 10468. The courier service shall transport cash, and checks to and from the financial institutions indicated and be bonded for the services indicated below. Please note that the institutions may change throughout the life of the contract. Also the Armored Car Service may clear funds through their own clearing house but the end deposit will be to the bank indicated. Services Agent Cashier: contractor shall provide courier service, which should be performed in a competent manner otherwise, any employee deemed incompetent and unprofessional, he/she shall be removed. Work includes but not limited to contractor providing two (2) uniformed and armed couriers with valid identification and use of the company vehicle to make one (1) daily pick-up from the Agent cashiers office located on the 1st floor Rm.1B-03 between the hours of 1:00 pm and 3:00pm. Services Veteran Canteen Service: contractor shall provide courier service, which should be performed in a competent manner otherwise, any employee deemed incompetent and unprofessional, he/she shall be removed. Work includes but not limited to contractor providing two (2) uniformed and armed couriers with valid identification and use of the company vehicle to make one (1) daily pick-up from the Veteran Canteen Service office located on the 1st floor Rm.1B-33 between the hours of 1:00 pm. and 3:00pm. Deliveries for Agent Cashier: Are to be made to Chase Bank located at 2 East Fordham Road Bronx, NY 10468 (round trip will be made upon request) from Chase Bank to the agent cashiers office at Department of Veterans Affairs Medical Center (DOVAMC). The courier will safeguard and adequately protect each shipment transported from the Department of Veterans Affairs Medical Center (DOVAMC) to Chase Bank and deliver. All transportation services call for sealed shipments containing monies, checks and/or securities to be picked up at the agent cashiers office receipt, and therefore deliver in like condition to Chase Bank. Deliveries for Veteran Canteen Service: Are to be made to Bank of America 50 W Fordham Rd Bronx, NY 10468 (round trip will be made upon request) from BANK OF AMERICA Bank to the Veteran Canteen Service office at Department of Veterans Affairs Medical Center (DOVAMC The courier will safeguards and adequately protect each shipment transported from the Department of Veterans Affairs Medical Center (DOVAMC) to Bank of America and deliver. The following information is provided: Ø the distance between each stops, in miles and estimated time. Mileage between station and the Banks is 1.0 miles estimated time 15 minutes Ø the hours for each day. Each day will be at maximum.45 minutes doing the work required for our Medical Center. Ø Total hours per a Year. Based on the number of workdays per year we estimate a maximum of 188 hours per year total hours (250 work days x 45 minutes per workday = 188 hours) FEDERAL HOLIDAYS New Year s Day Martin Luther King Birthday Memorial Day President s Day Columbus Day Labor Day Christmas Day Thanksgiving Day Independence Day Veterans Day Contractor shall provide background investigation on all courier personnel such investigation should include the following: Bonding, Fingerprinting, Polygraph, Security clearance, and Prior employment discharge Police record, Personal references. Photo identification of all couriers working at this site must be provided also by the contractor. Uniforms. All employees performing under this contract shall wear the same color and style uniform, female members shall wear styled feminine uniforms. Appropriately lettered breast and cap badges shall be worn as part of the uniform (providing such authority is granted under state and local laws). Shoulder patches lettered to indicate the identity of the Contractor shall be worn on the shoulder of the uniform jacket and shirt. Identification name tags shall be worn over the right breast shirt pocket; no other identification of the Contractor employee shall be worn or displayed on the uniform. Standard of appearance shall conform to those prescribed any disputes regarding application of the standard shall be referred to the Contracting Officer. Approved uniforms and related accessories listed below do not have to be new but must be in good condition in general: Shirt, long sleeve Shirt, short sleeve Trouser, all season weight Necktie Frame style cap Jacket, winter/light weight Insignia Shoulder patch Whistle; Shoes Insignia, shoulder patch (each shirt and jacket) The uniform shall only be worn when the officer is on official duty or when the officer is in transit between his/her place of residence and duty station. Shoes shall be low quarter or high topped, lace type, with police or plain toe and standard heel. The color of the shoe shall match the color of leather equipment accessories. The color of the uniform accessories and equipment shall be standard and appropriate to match the uniform. Inclement weather clothing shall be required for those courier required to perform duties while exposed to cold, rain, and other inclement weather conditions. All inclement weather clothing must be identical in style and color for each courier. NOTE: NO COURIER MAY ENTER ON DUTY WITHOUT WEARING THE PROPER UNIFORM INCLUDING ACCESSORIES. Each courier on duty shall be equipped with supplementary equipment including, but not limited to, notebooks, pens, pencils, and firearm as appropriate to operations. Couriers shall not be permitted to provide themselves with any unauthorized supplemental or personals such as either concealed or unconcealed firearms, knives, or other such non-standard items. The North American Industry Classification Systems (NAICS) is 561613. Responses to this notice must be submitting in writing via email and must be received no later than April 19, 2019. No telephone inquiries will be accepted. The purpose of this notice is to gain knowledge of potential qualified sources for this procurement relative to NAICS 561613. Qualified offerors shall be experienced in addition to providers (sellers) capable of supporting this facility. Responses to this notice will be used by the Government to make appropriate acquisition decisions. Responses to this notice should include company/individual name, a service capability statement, and examples of similar facilities which you have provided services to DUNS number, address, and point of contact.
