- The Federal Aviation Administration (FAA), Eastern Logistics Service Area-ASO, College Park, GA, is issuing Screening Information Request (SIR) Number 697DCK-18-R-00262, Elevator Maintenance of the Traction Elevator at Florence, SC ATCT and of the Hydraulic Elevator at Myrtle Beach, SC ATCT, as detailed in the Specifications and Drawings attached to the Solicitation in accordance with the Acquisition Management System (AMS) 3.2.2.2 Policy as supplemented with additional information included in this notice. The FAA has been exempted from several Federal laws and regulations as part of the 1996 DOT Appropriations Act, signed into law by President Clinton on November 15, 1995. Some of the exemptions include the Federal Acquisition Streamlining Act of 1994, the Small Business Act, the Competition in Contracting Act, and the Federal Acquisition Regulations. The FAA s Acquisition Management System (AMS), which became effective on April 1, 1996, is utilized in place of the Federal Acquisition Regulation (FAR). The NAICS code for this acquisition is 561210, Facilities Support Services, and the small business size standard is $38.5 million average annual receipts over the past 3 fiscal years. The estimated magnitude of services is between $100,000 and $250,000. This posting is best viewed at FAA Contract Opportunities, https://faaco.faa.gov. SITE VISIT The FAA urges and expects offerors to inspect the site where the work will be performed. A one-time site visit can be coordinated with POC Eddie Rodriguez, Office Phone (843) 477-2801. Information provided at this site visit, as well as answers to questions shall not change/qualify the terms and conditions of the solicitation and specifications. Terms remain unchanged unless the solicitation is amended in writing. ATTENDANCE AT THIS SITE VISIT IS STRONGLY ENCOURAGED. OFFER SUBMISSION Please see Part IV Section L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS, for complete offer submission requirements. All offers must be submitted NO LATER THAN 11 April 2019, 2:00 PM (ET). Any responses received after this date and time, will not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of Submittals. If all requested information is not furnished, the vendor's response may be determined ineligible. Telephone inquiries will not be accepted. NOTE: Electronic submission is preferred. The electronic submission should be in either Microsoft WORD format or portable document format (PDF), not in a zipped format. Please note that the FAA e-mail server restricts file size to 10MB per email message, therefore, responses may have to be submitted in more than one e-mail in order to be received. SET ASIDE This requirement is offered to all qualified, responsive concerns and offers will be considered using a tiered order of precedence as described in Section M of the SIR. Each tier will be evaluated using the procedure outlined below. A determination of insufficient competition or unreasonable price will be made before the next tier is evaluated. EVALUATION Offers will be evaluated using criteria described in Section M of the SIR. Technical combined with Past Performance and Experience is significantly more important that price. However, due to funding constraints price is still an important factor. Please see Part IV Section M - EVALUATION FACTORS FOR AWARD, for complete evaluation factors for this requirement. No individual notification of any amendments will be provided. It is the Offerors' responsibility to visit this website frequently for updates on this procurement. All questions shall be addressed to the Contracting Officer in writing. Any questions regarding this SIR/RFO must be received three (3) days prior to the date set aside for offers due. All correspondences shall contain the SIR # in the subject line. Telephone inquiries will not be accepted.
