Description
PROJECT NAME & LOCATION: Effluent Treatment, Pendills & Sullivan Creek National Fish Hatchery, Chippewa County, Michigan ESTIMATED MAGNITUDE: The estimated magnitude of this requirement in terms of physical characteristics and estimated price range is between $1,000,000 and $5,000,000. A firm-fixed price contract is contemplated. SOCIOECONOMIC PROGRAMS: This procurement is set-aside exclusively for Small Business concerns. For information purposes, the North American Industry Classification Code (NAICS) is 221320, Sewage Treatment Facilities Contractors, with a size standard of $20.5 Million. The solicitation package will be available at www.FBO.gov and www.FedConnect.net on or about April 16, 2019, with a Bid Opening occurring on or about May 16, 2019. Bid Opening will be at 3:00 PM CST. No telephone requests for the solicitation will be accepted. This solicitation will NOT be available in hard copy. The solicitation package will include the following: an itemized Bid Schedule, Specifications, Drawings, Pre-Construction Safety Checklist, Prevailing Wage Determination, and Bid Bond Form. Please ensure you have a complete downloaded solicitation package before submitting your Bid. It is the contractor's responsibility to ensure that they receive all appropriate Solicitation documents, and any Amendments, to submit a competitive Bid. Contractors MUST be registered as "Active" in the System for Award Management (SAM) at www.sam.gov to include Online Representations and Certifications at the time of Bid Opening to be eligible for this award. Address on SF1442 must match address in SAM.gov. THERE IS NO CHARGE TO REGISTER IN THIS SYSTEM. PROJECT CONSISTS OF: The project consists of civil, structural, mechanical and electrical upgrades and other alternations for effluent treatment. Contractor shall provide all labor, equipment, materials, superintendence, testing, and transportation necessary for all work described and depicted in the contract documents. Pendills Creek Effluent Treatment - Base Bid -- The base bid shall include the construction of the Pendills Creek Effluent Treatment systems including but not limited to the new clarifier, rehabilitation of the existing clarifier, sludge pump station, site work and other miscellaneous work as shown on the drawings and as required by the contract documents. Work required for the completion of the base bid shall include but is not limited to: Reinforced concrete, piping, excavation, aggregate base, pumping systems, dewatering, staging, clearing, seeding, aggregate surfacing, erosion & sedimentation control, electrical, mechanical systems, HVAC, treatment systems, dome cover, lighting, structural walkways, stairs, & railings. The Base bid shall be broken down as specified on the bid form to show the breakdown of costs for the new clarifier, existing clarifier rehabilitation, sludge pump station, site work and miscellaneous items. Items such as testing, dewatering, staging, waste disposal, mobilization, and piping between the different structures shall be included in the site work and miscellaneous costs. Additive 1 - Sullivan Creek Effluent Treatment -- The Additive shall include the construction of the Sullivan Creek Effluent Treatment systems including but not limited to the reconstruction of the existing clarifier, construction of sludge storage tank, construction of the sludge pump station, rerouting of the outfall piping into one outfall, construction of the concrete wall along the existing hatchery building, and site work & other miscellaneous work as shown on the drawings and as required by the contract documents. Work required for the completion of the Additive shall include but is not limited to: Reinforced concrete, piping, excavation, aggregate base, pumping systems, dewatering, staging, clearing, seeding, erosion & sedimentation control, electrical, mechanical systems, HVAC, treatment systems, dome cover, lighting, structural walkways, stairs, & railings. The Additive shall be broken down as specified on the bid form to show the breakdown of costs for the reconstructed clarifier, sludge storage tank, sludge pump station, outfall piping and manholes, concrete wall along building, and site work and miscellaneous. Items such as testing, dewatering, staging, waste disposal, mobilization, and piping between the different structures shall be included in the site work and miscellaneous costs.
