- The work for this project includes, but is not limited to, the construction of two nominal 8 million liter cut-and-cover bulk fuel storage tanks with pump vaults, truck unloading and loading gantry, filter equipment and building, operations facility with laboratory, modifications Fuel Farm #7, fuel system controls, pipelines, demolition, site preparation, pavements, grading and drainage improvements, supporting utility infrastructure, and incidental work. The work also includes a new Liquid Dry Breathing Oxygen (LDBO) Facility and demolition of the existing LDBO Facility. In addition to the requirements specified in the Contract Documents, all work shall also be conducted in accordance with the applicable Australian legislation, Australian codes of practice, applicable AS/NZS standards, Australian Defence policies, and relevant Australian Defence authorization. All work on any bulk fuel installation shall also be conducted in accordance with the Bulk Fuel Installation manifest and the Australian Defence Fuel Installation Maintenance Instruction (DFIMI). THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 237120 AND AVERAGE ANNUAL RECEIPTS IS $36.5 MILLION OVER THE PAST THREE YEARS. Estimated range is between $50 million to $100 million U.S. Dollars. The contract completion period is anticipated to be 1,149 calendar days. This is a source selection procurement requiring the submission of both technical and price proposals. Proposals submitted in response to this solicitation shall be in the English language and in U.S. dollars. Contract award will be made to the responsible offeror whose offer, conforming to the Request For Proposal (RFP), is determined to be the lowest evaluated price of proposals meeting or exceeding the acceptability standards for technical factors. The technical factors are as follows: (1) Experience, (2) Past Performance, and (3) Safety. For evaluation of experience and past performance, a relevant construction project is defined as New construction of a petroleum bulk fuel receiving, storage and dispensing facility. Facility must consist of tanks that meet the standards for American Petroleum Industry (API) 650 fuel storage tank(s). Facility must include pumps, filters, flow control, and monitoring appurtenances and piping. Projects must have been completed or substantially completed within the past ten (10) years from the date of issuance of this solicitation and must be approximately $25 million or more in construction dollar value. Substantially completed is defined as at least 90% physical completion. The RFP will be available on or about 16 April 2019. Printed copies of the RFP will not be issued. The RFP, excluding the specifications and drawings, will be available through the Navy Electronic Commerce Online (NECO) website: https://www.neco.navy.mil/. The RFP, including the specifications and drawings, can be accessed at the Federal Business Opportunities (FBO) web site: https://www.fbo.gov/fedteds/TDPN6274219R1316. Contractors must register at the FBO website to obtain access to the RFP. Registration instructions can be found on the FBO website. Once registered in FBO, the contractor must request explicit access to view the documents. An email will be forwarded once the contracting office has approved or declined the request. Approved contractors may view and/or download the RFP documents. Amendments will normally be posted to the NECO web site http://www.neco.navy.mil. If the amendment contains drawings, the amendment, excluding the drawings, will be posted to NECO at http://www.neco.navy.mil. If the amendment contains drawings, the drawings can be accessed at the FBO website: https://www.fbo.gov/fedteds/TDPN6274219R1316. It is highly recommended that firms register on the NECO and on the FBO websites as this will be the only plan holder s list available. It is the offerors responsibility to check the NECO and FBO websites periodically for any amendments to the solicitation. Offerors are required to be registered in the System for Award Management (SAM) data base at https://www.sam.gov. A one-time site visit is currently being planned. The site visit will be to provide Offerors with an opportunity to familiarize themselves with the Request for Proposal (RFP) documents and the job site and conditions to be encountered. Additional information regarding the site visit will be provided in Document 00100 of the Request For Proposal (RFP).
