Description
The NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office intends to acquire supplies pursuant to 41 USC 1901(e)(2) “ a sole source acquisition under the authority of the Special Rules for Commercial Items, as implemented by FAR 13.501(a). The proposed acquisition will provide the United States Naval Academy (USNA) Annapolis, MD with a Laser Doppler Velocimetry (LDV) system, which will be delivered and installed as a direct replacement of an existing LDV system located at USNA. The LDV system will include (but not limited to) the following components: Coherent DPSS continuous wave lasers, beam combination optics for Coherent DPSS lasers, laser feet for Coherent DPSS lasers, FiberLight Multicolor Beam Generator with fibervoptic couplers, 24 x 48-inch Breadboard with 1 hole spacing, Multibit Digital Burst Correlator for velocity, 100 MHz maximum Doppler frequency, 400 MHz.sampling rate, 2 channels, Firewire interface, Two-channel Photo Detector Module for velocity, Dell Precision 7920 Tower XCTO, Dual Intel Xeon Silver 4110 Processors, Nvidia NVS 310 graphics card, 512GB solid state hard drive, 2TB 7200 RPM SATA Hard drive, 16GB RAM, 22 monitor, mouse, keyboard, Flowsizer software package for LDV and PDPA systems using the FSA processor, Windows 7 64-bit OS (or better), Single fiber optic probe Mount Kit; mounts and rotation plates for attaching a single fiber optic probe to a 90 x 90 mm Rail, 90 x 90 mm Bosch rail kit; 1.5 m long compatible with existing T3D traverse system, 83 mm dia. two-component fiber optic transceiver probe, 61 mm clear aperture 350 mm F.D: lens, 15 m cable, various lens, external beam expander for 83 mm diameter probes, and on-site installation and training. The proposed acquisition is for supplies which the Navy intends to solicit and negotiate with only one source: TSI, Incorporated (CAGE: 24575) of Shoreview, MN, which is the provider of the current LDV system. (NOTE: No information is available for the prior contract/order.) TSI, Inc. is considered the only source with the necessary institutional knowledge, technical expertise, and personnel resources to provide the required supplies. All other responsible sources may submit concise documentation for consideration regarding their ability to provide the required supplies. The acquisition will be conducted under the provisions for commercial items in accordance with Federal Acquisition Regulation (FAR) Part 12. A firm fixed price sole source contract is anticipated to satisfy this requirement. The anticipated delivery date for the LDV is 31 July 2019, the delivery location is USNA Annapolis, MD. This synopsis is not a request for competitive proposals. A determination by the Navy not to compete the proposed contract action based upon responses to this synopsis is solely within the discretion of the Navy. Furthermore, no award will be made on the basis of information received in response to this notice and the Navy will not pay for any information provided. Information received will normally be considered solely for the purpose of determining whether or not competitive procurement is a possibility. If no affirmative written responses advantageous to the Navy are received within fifteen (15) calendar days after publication of this notice, TSI, Inc. will be solicited to provide the required supplies. If this procurement were competed, no additional synopsis would be published and the solicitation document would only be forwarded to the intended vendor and firms that responded to this synopsis. All submissions are required to be submitted via e-mail to michael.placido@navy.mil and reference the solicitation number included in this notice.
