- Title: Antioch Fish Release Site Replacement This sources sought announcement is to all Small Business, 8(a) Small Business, HUBZone Small Business, Service-Disabled Veteran-Owned Small Business and Women-Owned Small Business concerns that may be interested in performing a contract for the Mid-Pacific Region of the Bureau of Reclamation. The work to be performed is described below. Based upon the responses to this announcement, the Government may set aside this acquisition as a specific small business set aside. The applicable North American Industry Classification System (NAICS) Code is 237990 and the related small business size standard is $36.5 million. This notice is not a request for proposal and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. The estimated cost of this project is more than $1,000,000.00 to $5,000,000.00. This procurement will require bid bonds and 100% performance and payment bonds. Reclamation intends to use FAR Part 14, Invitation for Bid (IFB) for this procurement. Interested parties should include the following information in their response: a. Business name, address, cage code, size classification based on NAICS size standard, socioeconomic classification (i.e. HUBZone, 8(a), SDVOSB, WOSB etc.), and a point of contact; b. A positive statement of your intention to submit an offer for this solicitation as a prime contractor; c. Evidence of your experience performing work similar in type and scope of work in this announcement within the last five years. The evidence should include: contract numbers, project titles, dollar amounts and point of contracts with telephone numbers. Please do not include more than five past projects; d. Include attachments cataloging the company ¿s equipment assets, personnel resources, and financial resources that demonstrate company responsibility and capability to perform the required work. Work is located between the cities of Antioch and Oakley, on the south shore of the San Joaquin River in Contra Costa County, California. Site is accessed through the Antioch/Oakley Regional Shoreline. Principal components of work include: A. Demolish, remove, and dispose the existing fish release system. B. Demolish concrete pads surrounding the existing downspout, electrical panels, and fish release system. C. Design and construct a new concrete pad with multiple footings for the steel grating platforms for the electrical panels, for the upland support for the fish release pipes, and for the downspout support. D. Design, furnish, and install fish screen, submersible pump system, flowmeter, water intake pipe, all valves and connections. E. Design, furnish, and install fish release pipes and in-water support piles and frame. F. Design, furnish, and install downspout support frame and piping. G. Design, furnish, and install marine lights on buoys and anchoring mechanism around the fish release pipes and intake pipes to provide visibility and protection for the in-water project components. H. Design, furnish, install and test electrical system starting at the load side of the transformer. I. Design, furnish, install frames and supports for the electrical panels. J. Furnish and install steel piles used to support the fish screen retrieval track, pump, fish release pipe, water intake pipe, and all necessary connections. System of Awards Management (SAM) and Annual Representations and Certifications, as required by FAR 4.1102, apply to this procurement. Prospective contractors must be registered prior to award.
