Description
The proposed new system is intended as a replacement to the current Electronic Retrograde Management System (eRMS) version 1.0 a 24 x 7 x 365 accessible system critical to Navy operations. Depending on the recommendations discovered during the analysis of alternatives, the desired timeline is to complete implementation in FY20. The goal of the program is to establish the software and process baseline needed to enable best-practice Retrograde Management for Beyond Capable Maintenance (BCM) assets at the operational level. This process manages turn-in of retrograde assets from operational units back to the supply system for repair and reuse; this is in comparison to discarding those valuable assets and ordering new. The Navy is seeking a cloud-hosted enterprise solution capable of running via web browser both on shore and on maritime platforms; plus, various networks (some of low bandwidth). The system will provide a robust yet streamlined solution to track and report on retrograde asset disposition and support varied workload demands across the enterprise. The system will meet all DoD and Navy auditability and cyber-security requirements, including Risk Management Framework (RMF) accreditation for Authority to Operate (ATO). Solutions should plan for Limited Deployment (LD) and Full Deployment (FD) utilizing environments hosted in a DOD approved cloud solution. The system should also have the ability to support open integration standards, and interface with existing and future Navy Supply Chain and financial tools, services and systems. This RFI does not constitute a Request for Proposal (RFP) or a commitment to issue an RFP. The Government does not intend to award a contract to pay for any information, or otherwise reimburse responders for any costs associated with their respective submissions in response to this RFI. Any response will be treated as information only and shall not be used as a proposal. This RFI is issued for the purpose of understanding the range of products capable of meeting the high-level requirements in support of Retrograde Management.
