Description
The Department of Veteran Affairs, Louis Stokes Medical Center (CLE VAMC), Nursing Service, 10701 East Blvd., Cleveland, OH 44106, intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1)(i), Soliciting from a single source, Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The NAICS code is 339112 with a small business size standard of 1,250. The VA intends to solicit and negotiate with Perimed, Inc., 44 West Lancaster Avenue, Suite 220, Ardmore, PA 19003 PeriCam Laser Speckle Imaging System. The PeriCam PSI System Laser Speckle blood perfusion imager allows the key data to be obtained without disturbing the at-risk region. Due to the adaptability of the equipment, potential users also include investigators in the fields of Health Maintenance and Monitoring and Neural Interfaces. The PeriCam PSI System Laser Speckle blood perfusion imager uses Laser Speckle Contrast Analysis (LASCA) technology to obtain visualize tissue blood perfusion in real-time using a non-contact image head. Perfusion is not affected by the imaging because no direct contact to the imaged tissue is needed. Dyes or tracer elements are also unnecessary. The system provides dynamic response combined with spatial resolution. Other persons may identify their interest and capability to respond to this requirement by Wednesday, April 3, 2019 at 5PM EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.  All information shall be furnished at no cost or obligation to the Government.   A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
