- Scope of Work The Tennessee Valley Health Care, Nashville VAMC, has a requirement for a service contact on assistance with project design, data collection, quantitative/qualitative data analysis, and statistical support. The contractor will investigate the effectiveness of interventions in real-world settings, navigate transformational change needed to incorporate evidence-based practices into routine care, identify and address redundancies and waste in healthcare delivery, quantify feasibility of improvement efforts, and identify methods for sustainability of improvement. Skills needed to do this work include: knowledge and experience in using quality improvement frameworks (PDSA, Six Sigma, Lean), ability to perform systems-level process change (process mapping), Failure Modes and Effects Analysis (FMEA), process evaluation (adoption, fidelity), data visualization and a strong understanding in research design (quasi-experimental studies, pragmatic clinical trials, mixed-methods approaches). Specifically, this entity will be working on the VA-Partnership to increase Access to Lung Screening (VA-PALS) project. This entity will be involved primarily in analyzing de-identified data gathered on lung cancer screening implementation at 10 VA sites participating in VA-PALS (Atlanta, Chicago-Hines, Denver, Houston, Indianapolis, Nashville, Philadelphia, Phoenix, and St. Louis) as well as de-identified aggregate data from the VA Corporate Data Warehouse and the electronic tracking/management system developed for VA lung cancer screening as part of the VA Partnership to increase Access to Lung Screening (VA-PALS) program. These data will be used to report the process and clinical outcomes for the VA-PALS program evaluation. This data collection/access will be approved through VA Central IRB. Tennessee Valley Healthcare System will de-identify all data prior to sending to the contractor. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement and submit quotations no later than 2pm CST, April 8, 2019 to: gertrude.bryant@va.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
