Description
Notice of Intent to Award The National Park Service, GOGA MABO Contracting Office in San Francisco, CA intends to issue a Firm Fixed Price Purchase Order on a sole source basis to Waste Management Inc., 195 West Los Angeles Ave, Simi Valley, CA 93065 for one year of Solid Waste Removal and Disposal as well as Recycling Services, with an additional four year option period, within the Los Angeles and Ventura Counties of Santa Monica Mountains National Recreation Area located in California. The bin locations are as follows: In Ventura County, the bins are located at the Circle X Ranch (Ranch House) near Sandstone Peak, and Rancho Sierra Vista (Administration Area) in Newberry Park. In Los Angeles County, the bins are located at the Diamond X Ranch (Maintenance Yard) in Calabasas, King Gillette Ranch (Visitor Center) in Calabasas, Paramount Ranch (Ranger Station) in Agoura Hills, and Paramount Ranch (Western Town) in Agoura Hills. This services procurement is being conducted under Simplified Acquisition Procedures (SAP) soliciting from a single source authorized by FAR Part 13.106-1(b)(1). The North American Industry Classification System (NAICS) code is 562111, Solid Waste Collection. Waste Management Inc., is the only provider located in the area that is capable of performing simultaneously in multiple counties, which is required. This service requires removal and transportation of solid waste and rubbish, as well as recycling, to be removed to an approved landfill following all state and federal regulations. The National Park Service requires the use of approved landfills meeting EPA requirements. The Government has determined it is not practical or cost effective to award multiple contracts for the individual service areas in each county. THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. The Government intends to award this requirement noncompetitively in accordance with FAR 6.302.1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for quote/proposal. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
