Description
This action will award a firm fixed price purchase order to Reimers Systems to acquire Personal Breathing Apparatus Test Stations. 3.A description of the supplies or services required to meet the agency's needs (including the estimated value). Description Part/Model No. Unit Price Qty. Total Price Breathing Machine and Control Module LM-150-AMBIENT Acid Gas Compatibility AGLM Double Ended Cyliner DELM High Capacity 2-Way Non-rebreathing valves ECV Shipping $ This acquisition will be conducted using simplified acquisition procedures with a total estimated value of $106k. The Government's minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This purchase will be funded with FY19 Hydrospace Overhead funds. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold of $150,000.00. The Government's minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. All services will be delivered within one (1) year after award of purchase order. Identification of the justification rationale and, if applicable, a demonstration of theproposed contractor's unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1), 10 U.S.C. 2304(d)(1)(B). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1(a)(2)(iii)(B). The HYDROSPACE LABORATORY has been working with the NAVY EXPERIMENTAL DIVE UNIT (NEDU) on unmanned testing of underwater breathing equipment will be working with NEDU on the life-supports systems of aviation units in the Navy and Air Force. In order to ensure that data is sharable between the Hydrospace Laboratory and NEDU, it is imperative that equipment matches to the best of our ability. Currently NEDU uses multiple Reimers Systems Breathing Machines (identical to those listed in Paragraph 3). The HYDROSPACE LABORATORY has obtained the exact plans and wishes to have the same company (Reimers Systems, A DIVISION OF PCCI, INC.) construct the breathing machine(s) required to perform the testing. The HYDROSPACE LABORATORY has performed an extensive market survey of possible suppliers for the required equipment needed by the HYDROSPACE. Based upon the market survey performed by the HYDROSPACE LABORATORY, only Reimers Systems (A DIVISION OF PCCI, INC.) can provide the HYDROSPACE LABORATORY with the equipment listed in paragraph 3 of this document in the tolerance and timeframe required. Therefore, it is imperative that these services be acquired through Reimers Systems (A DIVISION OF PCCI, INC.). As such, the Government does not expect significant savings through competition and does expects significant and unacceptable delays that will negatively impact this requirement. Therefore, it is in the Governments' best interest to award on a sole source basis to Reimers Systems. 5.A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b). The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government's needs. 6.A description of the market research conducted among schedule holders and theresults or a statement of the reason market research was not conducted. For the reasons specified in paragraph 4 above, Reimers Systems is the only source that can meet the Government's needs. This requirement will be synopsized in the government point of entry fbo.gov.
