VA Telecom Analysis and Optimization RFI 4 Page 4 of 4 Department of Veterans Affairs Telecom Analysis and Optimization Request for Information 36C10B19R0177_2 April 1, 2019 Introduction This Request for Information (RFI) is issued for the purpose of conducting market research. Accordingly, this RFI constitutes neither a Request for Proposal (RFP) nor a guarantee that one will be issued by the Government in the future. Furthermore, it does not commit the Government to contract for any services described herein. Do not submit a Proposal. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals or quotes, and therefore, will not accept, review, or evaluate unsolicited proposals or quotes received in response hereto. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for any costs associated with submission of the information being requested or, reimburse expenses incurred for responses to this RFI. The information provided may be used by VA in developing its acquisition strategy and Product Description/Performance Work Statement. Any information submitted by respondents to this RFI is strictly voluntary; however, any information received shall become the property of the Government and will not be returned to the respondent. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. This is a request for information and does not obligate the Government in any way, nor does it commit the Government to any specific course of action. NOTE: This is a follow on RFI to RFI identifier number 36C10B19R0177 that was posted on January 25, 2019 attempting to narrow the requirements and gather information about payment models. Background: VA has an expansive telecom infrastructure providing circuits and services to more than 1,750 service delivery points across the Veterans Health Administration, Veterans Benefits Administration, and the National Cemetery Administration, and VA Central Office. VA has experienced challenges in managing the enterprise-wide inventory and the associated processes for procuring and paying for these services. OIT is seeking to analyze/audit and inventory its current telecom products and services, and identify and assist in implementation of cost saving solutions. This analysis will help determine whether VA is receiving value for its telecom expenditures and determine if additional cost efficiencies can be gained. VA intends on selecting five pilot sites located at Dallas, Texas; Chicago, Illinois; Gainesville, Florida; Daytona, Florida; and Raleigh, North Carolina for this effort to be performed. OIT has the overall business and management responsibilities for all VA telephone and data services. OIT is currently responsible for the management of Information Technology (IT) operational expenses. VA utilizes two main contracts for acquisition of services the General Services Administration (GSA) Networx contract and the VA Local Exchange Services Contract (LEC) as well as local area contracts. The work performed at the pilot sites will help VA to further develop the appropriate process and procedures required to extend this effort enterprise-wide. Draft Requirement: To achieve cost efficiencies and help maximize the value of the Agency s contract spending, VA intends to pay the Contractor a percent of the realized savings generated from the contracted effort. This effort is anticipated to resemble the draft requirements in attached draft PWS. The tasks described in this PWS are general requirements that may be required in subsequent TOs. Please provide responses to the questions below as well as any additional comments, feedback, information or questions related to this effort. The Government is seeking as much information as possible and a complete response from industry to this RFI during this market research activity to assist the Government in developing and finalizing its acquisition strategy. Capability Statement Please submit a capability statement describing your company s ability to perform the effort and provide feedback related to the questions below. The capability statement shall be limited to 10 pages. The capability statement shall address the following: Provide feedback on the contract structure described in the Draft PWS. Is there a more appropriate framework to achieve the same goals to paying a contractor from the realized cost savings? Are you typically compensated by vendors or carrier? Is the timeline described in the draft PWS reasonable? Describe your expertise and experience analyzing/auditing telecom services, and implementing optimization and cost saving solutions for an organization of similar complexity and size of VA. How has your auditing process evolved over time? Please provide a reference(s), agency points of contact, contract number, dollar value, contract vehicle, and a description of the work and geographic locations conducted by your firm. Describe how you would inventory the telecom products and services at the five pilot sites. What is your audit approach and methodology? How many personnel do you propose to perform our audit and what are their roles? Describe how you would work with VA to define the desired outcome and mutual incentives, establish a cost/revenue baseline, and determine the savings/revenue. Describe how you would baseline VA s current telecom costs at the pilot sites. What performance measures for making payments can be established for this effort? Recommend performance measures for gauging what financial results are being achieved by the contractor against the baseline. What tools would you utilize to perform this effort? What is the extent of support you would require from VA resources to perform the effort at each pilot site? What immediate bottom line results should VA expect from the audit?
