Description: This requirement is for a U.S. or foreign-flagged vessel, capable of carrying a minimum of 52 empty TEUs from Newport, Wales, UK to a vessel at Newport Explosives Anchorage, and three (3) shuttle runs of 23 ammunition TEUs (less than 152,000 lbs Net Explosive Weight (N.E.W.)) each, from a vessel at Newport Explosives Anchorage to Newport, Wales, UK, while satisfying all applicable regulatory HAZMAT segregation and compatibility requirements, and port N.E.W. limitations. Vessel size must not exceed Newport pier entrance (lock) requirements. Maximum length overall not to exceed 787 feet / 240 meters, the maximum beam cannot exceed 98.6 feet / 30.1 meters, and draft cannot exceed 32.8 feet / 10.0 meters (when laden). 17. The place/range of delivery and redelivery is Newport, Wales, UK. The layday commences and cancels 14 May 2019, and the charter period will be about 6 days. 18. Set-aside Status: N/A. The decision to release this solicitation as "Unrestricted" is based on all work being done outside the United States and its outlying areas. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency. MSC's Deputy Associate Director of Small Business has concurred with this decision.
