- This is a Sole Source Synopsis announcement. A written solicitation will not be issued. Naval Sea Systems Command (NAVSEA) intends to procure additional Low Rate Initial Production (LRIP) quantities and procure additional quantities from FY 2022 through FY 2024 under existing contract N00024-17-C-6305 awarded under Solicitation Number N00024-16-R-6305 to Raytheon Company, Integrated Defense Systems, 1847 West Main Road, Portsmouth, RI. NAVSEA intends to procure final system quantities at a maximum of up to 6 units per year for FY 2020 to FY 2024 years, in support of Littoral Combat Ships' mission requirements. The existing contract covers FY 2017 through FY 2021 with the contract extension period covering FY 2022 through FY 2024 for the AN/ASQ-235 Airborne Mine Neutralizer System (AMNS) to produce up to 27 total additional AMNS LRIP units for FY 2020 to FY 2024. Raytheon Company (Raytheon) is the original equipment manufacturer of the AMNS. Raytheon is the only known responsible source that possesses the requisite resources, knowledge, capability, and experience with respect to AMNS to satisfactorily perform the work under the existing contract. The Government does not own the complete Technical Data Package (TDP). In the absence of a complete, validated TDP, the Government estimates that it would take a company other than Raytheon approximately 48 months to gain the knowledge of the AMNS program necessary to perform the efforts under the contract. Such a delay would be unacceptable, and costs are not expected to be recovered through competition. The proposed contract action is for the supplies and services for which the Government intends to solicit and negotiate using other than full and open competition pursuant to 10 U.S.C 2304(c)(1) and as implemented by Federal Acquisition Regulation (FAR) 6.302-1. No other source has the technical qualifications and the resources required to perform the work described herein. This notice is not a request for competitive proposals. However, all information received shall be considered by the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a conduct a competitive procurement. The responses to this notice must be received by 1500 EST on 17 April 2019. Responses shall be submitted via email to matthew.hedrick1@navy.mil and cc renee.brooks@navy.mil and reference solicitation number N00024-19-R-6307. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.
