This is a Sources Sought Notice. This notice does NOT constitute a request for proposal or request for quote. This Sources Sought Notice is a market research tool being utilized to determine if there are a sufficient number of qualified vendors for set-aside prior to issuing a request. In conjunction with Public Law 109-461, the Office of Construction and Facilities Management (CFM) are seeking vendors in the following: Service Disable Veteran Owned Small Business (SDVOSB) Veteran Owned Small Business (VOSB) This is not a solicitation for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. All responses will be provided by an e-mail response. No presentations will be scheduled. CFM is conducting market research to lease for agricultural land Washington Crossing National Cemetery The following requirements are as follows: Background and Proposed Action: The U. S. Department of Veterans Affairs ( VA ) intends to lease vacant agricultural land at the Washington Crossing National Cemetery in Newtown, Bucks County, State of Pennsylvania for the agricultural use. Scope NCA intends to lease the agricultural land for five (5) to ten (10) years, dependent upon the demand of burials at the cemetery. NAICS Code 531190 Lessors of Other Real Property standard business size $27.5 Objectives The proposed lease is an initiative with NCA to utilize vacant NCA land and generate revenue for National Cemetery repairs. All revenue will be sent to NCA Finance office. Tasks To allow Lessee the use of the undeveloped cemetery land for the use for agricultural purposes, specifically, the planting, growing, and harvesting of NCA approved crops. Delivery The VA National Cemetery Administration is requesting offers to lease approximately 51.00 acres of agricultural land. The leased premises are located within The Washington Crossing National Cemetery at 830 Highland Rd, Newtown, PA 18940. The lease terms will be for a minimum 5 years firm with annual payments. The attachment A is depicting the acreage for lease Government-Furnished Property NCA will provide approximately 51 acres of tillable agricultural land inside Washington Crossing National Cemetery 830 Highland Rd, Newtown, PA 18940 Security Requirements Any access to leased land must accessed through non-cemetery roads (public roads). Place of Performance Washington Crossing National Cemetery at 830 Highland Rd, Newtown, PA 18940 Period of Performance Proposed Outlease will be for 5 to 10 years. The North American Industry Classification System (NAICS) Code is 531190 Lessors of Other Real Property, with a Small Business Size Standard of $2.5 million. Product Service Code (PSC) X1PC Lease or Rental of Facilities Information sought: Response to this announcement shall not exceed 10 pages and should include the following information: (1) A tailored capability statement indicating the firm s ability to provide a related services; (2) The respondents DUNS number, organization name, address, point of contact, and size and type of business (e.g., SDVOSB/VOSB, etc.,) pursuant to the applicable NAICS code; (3) Information should be provided electronically in a Microsoft Word or Adobe PDF format.
