Description
DESCRIPTION The Naval Facilities Engineering Command, Far East (NAVFAC FE) intends to issue a solicitation for a Firm Fixed Price (FFP), Indefinite Delivery/ Indefinite Quality (IDIQ) contract Preventive Maintenance Program and Service Orders for Gas Station Equipment and Underground Storage Tank, U.S. Naval Installations in KANTO Plain, JAPAN. The resulting contract will have one (1) Base Period and four (4) Option Periods comprised of recurring and non-recurring Contract Line Item Numbers (CLINs). The information received will be utilized within the Navy to facilitate the decision making processes and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid and is not construed as a commitment by the Government for any purpose. GENERAL INFORMATION In accordance with Federal Acquisition Regulation (FAR) 14.105, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. NAVFAC FE, Public Works Department (PWD) Yokosuka, Facilities Engineering and Acquisition Division (FEAD), is seeking to identify qualified, experienced, and interested businesses capable of performing the type of work as described herein. The scope of work may include, but is not limited to, maintaining Petroleum, for Oil and Lubricants (POL) System Facilities, Distribution Systems, Car Washing System and Underground Storage Tanks utilizing but not limited to the following reference performance of work items: YSK-4306(Gas Station) 1) Semiannually Preventive Maintenance Inspection (PMI) a. Inspect exterior and interior of meter systems equipment including, Motors, Pumps, Meters, Counters, Belts, Strainers, Hand switches, Nozzles, Hoses, Breathing hoses, Anchor bolts, Indicators, Hose winders, and Control panels b. Inspect and measure thermal and earth resistances for meters c. Inspect leak detectors, stagnation oils and water, gas concentrations at Spouts of storage tanks, Nozzle heads, Vent pipes, Each boxes. 2) Annually Preventive Maintenance (PM) a. Check and calibrate distribution flow meter units and systems b. Filtration of underground storage tanks c. Leak test for underground tanks including piping in accordance with Japanese Fire Defense Regulations (Shoubou-Hou) and Manufacturers instructions and manuals d. Car Washing System 3) Every Five (5) year PMI Perform five (5) year PMI work by replacing parts with new ones specified by the Government. Underground Storage Tanks 1) Monthly PMI Monthly monitor water accumulation and petroleum, oil and lubricants (POL) product in UST system. Monthly inspect automatic tank gauging system if installed to ensure capability of detecting a 0.1 gallon per hour leak rate or a release of 1% of tank volume within 30 days with a capability of detection of 0.95 and a probability of false alarm of not more than 0.05. 2) ANNUAL PMI Annual PMI requires using forms provided as appendices in Fire and Disaster Management Agency notices, or equivalent. Annual inspect automatic shut-off device to be set at 95% of tank capacity and high level alarm to be set at 90% of tank capacity. 3) UST TIGHTNESS TESTING METHOD Conduct tightness testing to ullage area, wetted area and underground piping of UST system, employing a method certified by Japan Association for Safety of Hazardous Materials. The PM work shall be performed in accordance with Japanese Fire Defense Regulations (Shoubou-Hou), Japan Environmental Governing Standards (JEGS) and Manufacturers instructions, Recommendations and manuals. The Contractor will be required to furnish all labor, management, supervision, tools, materials, equipment, incidental engineering, and transportation necessary to perform the Government s requirements. CONTRACTOR LICENSING REQUIREMENTS Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Contractors must be registered to do business and possess an appropriate license issued by the Ministry of Land, Infrastructure and Transport or prefectural government in order to perform work under this contract. Offerors will be required to provide verification on such license prior to award of any task order to the Contracting Officer if such information is not already on file with or available to the Contracting Officer. STATUS OF FORCES AGREEMENT The U.S. Government shall not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) under this solicitation. Furthermore, unless specifically provided in the specific task order request for proposal, the U.S. Government shall not certify any employees of a contractor as Members of the Civilian Component under Article I (b) of the SOFA. SUBMITTAL REQUIREMENTS Interested firms should submit Attachment 1: Contractor Information Form. Respondents will not be notified of the results of the Navy s market research. NAVFAC FE will utilize the information for acquisition planning purposes. All data received in response to this Sources Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the Government.
