- The United States Special Operations Command (USSOCOM) Directorate of Procurement is considering an increase to the value and an ordering period extension of the Special Operations Personal Equipment Advanced Requirements Tactical Stand-Alone (SPEAR TSA) & Modular Supplemental Armor Protection (MSAP) Ballistic Plate contract H92222-14-D-0061, awarded to Leading Technology Composites (LTC) after a competitive small business set-aside source selection in September 2014. A ceiling increase of $50M and an ordering period extension to November 2020 is anticipated to meet component requirements for life-saving equipment and allow ample time to complete the competitive source selection for the follow-on contract. The original ceiling and ordering period was established based upon operational requirements assessed at the time of award. Due to operational events and unforeseen additional customers, the demand for this capability has increased substantially. Furthermore, based upon actuals, the timeline from market research to award is approximately 24 months. Many of the re-compete activities are underway with the anticipated award date in late 2020. Lastly, a reactive source selection for this requirement is not pragmatic due to the Production Demonstration Models prerequisite for evaluation and the current unprecedented delays in the raw material availability throughout the body armor industry. The current Critical to National Defense (DO) rated requirements are being delayed considerably across the Department. In accordance with the Defense Priorities and Allocations System (DPAS), PDMs are considered unrated orders and, therefore, a lower priority than the current DO orders. Consequently, to expect short notice PDMs for a source selection with immediate product delivery upon award is impractical and would certainly result in unacceptable delays with extensive duplication of costs.
