Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY The intent of this Sources Sought Announcement is to assist in our decision making process for services procurement. This is not a solicitation, nor request for quotes or proposals. Through the receipt of responses, this will enable a more precise type of procurement process. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award of a contract, nor does it restrict the Government to a particular acquisition approach. Any inquiries are to be made in writing by email to the point of contact, Larry Facio, Contract Specialist. Responses to this notice shall be sent by email to larry.facio@va.gov by the due date and time of 04/12/2019 by 4:00 p.m. (Pacific Time). In subject line: VACCHCS Pharmaceutical Compounding Sources Sought Description: Pharmacy contractor shall prepare and deliver to VACCHCS pharmacy IV chemotherapy and other hazardous drug (HD) products as requested by the VACCHCS pharmacy on an on-demand basis. This service is required a contingency to VA in house hazardous medication preparation. No guarantee of need of the service can be provided to the contractor. Provider must be located within 150 miles of the facility in order to accommodate daily orders and deliveries. Contractor will send a representative to VACCHCS by 8am every business day the VA requires the service. The representative will drop the finished orders for infusion that day at the VA infusion center and to pick up the orders and supplies required for the following day (if any). The VACCHCS pharmacist will provide the contractor representative the patient specific order labels for the orders required for the following day. The labels will contain all the information required by the contractor pharmacist to prepare the sterile HD medication order(s) for the VA patient(s). In addition, the VA Pharmacy will provide the contractor representative with all additional non-medication supplies to complete the order to a ready to be infused to the patient form. This may include but is not limited to diluent IV tubing sets and empty, sterile CADD cassettes). It is the contractor s responsibility prepare the HD IV medications as indicated on the VA order label-in use a USP 797/800 certified suite following all USP 797, 800, joint commission, FDA and other regulations required for HD medication preparation. The contractor will then transport the completed order(s) to the VACCHCS pharmacy the following morning. The cutoff time for delivery of the completed orders is 8:00 A.M. Urgent orders requiring same day delivery will be provided as required by VA whenever practical (delivery plus compounding time is sufficient). Services shall be performed at the Contractor s facility in an USP 797/800 certified hazardous drug sterile IV preparation suite. Contractor will follow all applicable regulations and standards for safely in preparing sterile HD IV solutions. HOURS OF OPERATION: VACCHCS pharmacy is a 24/7 operation however this service is only required during operation of the VA ambulatory infusion clinic (AIC when the VA pharmacy cannot provide the needed medications. Normal duty hours This is for a Base Year Plus Four Option Years contract. Response Method: The Government requests capability statements and comments from interested businesses regarding the requirements described above. Responsible sources are encouraged to submit a response to this notice with a statement of interest on company letterhead. At a minimum, the following information shall be provided: 1. Company Name; 2. Company Mailing Address; 3. Point(s) of Contact including telephone number(s) & email address(es); 4. Socio-Economic (i.e. Small/Large Business, HUBZone, Service Disabled Veteran Owned, 8(a), etc.) as it relates to NAICS Code 446110 ($27.5 Million). 5. Provide a summary of the type of services performed and experience as it relates to Pharmaceutical Compounding services. 6. DUNS Number 7. Additional information and/or comments. Veterans First Contracting Program and the VA Rule of Two (Kingdomware v. United States) 38 U.S.C. 8127 - 8128: Service-disabled veteran owned small business (SDVOSB) or Veteran owned small business (VOSB) concern must be registered and verified in VA's Vendor Information Pages (VIP) database at www.vip.vetbiz.gov to be eligible for award as a SDVOSB or VOSB if/when a solicitation is issued for this requirement as a SDVOSB or VOSB set aside. In addition, this requirement has been determined to be set aside as SDVOSB or VOSB acquisition, only SDVOSB or VOSB that respond to this specific notice with in the above stated due date will be eligible for award.
