- The Federal Bureau of Investigation (FBI) intends to award a sole source purchase order to Novetta Inc., 7921 Jones Branch Drive, Suite 500, McLean, VA 22102 for renewal of Novetta DIVS, Sentinel, and Insider Threat software maintenance. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89, the North American Industry Classification System (NAICS) is 541512 with a business size standard of 27.5 million dollars. A quote is being requested under solicitation no. DJF-19-2600-PR-0002494 using the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in and attached to this notice. This will be a fixed price contract for 12 months. Based on FBI market research, it has been determined that Novetta is the only source to meet the FBI requirement and no other supplies or services will satisfy the agency requirements. Novetta does not have any authorized resellers capable of providing this software maintenance. The proposed contract action is for software maintenance for which the Government intends to solicit and negotiate with only one source under the authority of TLE 41,usc (c)(1). This notice is not a request for competitive proposals. Interested parties may indentify their interest and capability to respond by submitting a proposal to include technical qualifications and experience/pricing and any other information to Stacy R. Copeland, Contracting Office, and address listed above. The following clauses and provisions are incorporated by reference and apply to the acquisition: FAR 52.212-1, Instructions to offeror-Commercial Items (OCT 2018): FAR clause 52.212-2, Evaluation Commercial Item (OCT 2014), FAR clause 52.212-4 Contract Terms and Conditions Items (OCT 2018); FAR 52.212-5 clause, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (JAN 2019). Each offeror shall include a complete copy of the clause 52.212-3 Offeror Representations and Certifications – Commercial Item (OCT 2018). A determination by the Government not to compete this proposed required is based upon responses to this notice and is solely within the discretion of the Government.
