Description
This is a Notice of Intent to Increase the Ceiling of Contract N66001-17-C-4067 to Raytheon BBN Technologies Corp., awarded by NIWC Pacific (formerly SSC Pacific) on behalf of the Defense Advanced Research Projects Agency Tactical Technology Office (DARPA TTO) on 28 September 2017 for a performance period of 18 months and two (2), 12-month options. The effort under the contract is in support of the DARPA TTO Program, OFFensive Swarm Enabled Tactics and involves innovative research in the area of expanding the operational effectiveness of combat forces utilizing unmanned swarm systems, with the purpose of advancing and accelerating swarm autonomy and human-swarm teaming components of swarm system capabilities. Under this additional effort, the contractor shall upgrade their existing low-cost swarm agent platforms to increase their ability to operate as a swarm and execute novel swarm tactics in urban indoor and outdoor environments. The contractor shall also perform interim field testing of their upgraded swarm platforms to further improve swarm agent performance of their unique tactics. The NAICS code for this procurement is 541712 Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). This additional effort and material increase is needed to ensure the Government receives a low-cost heterogeneous robot swarm consisting of agents that are capable of navigating and maneuvering in complex urban environments, including cluttered indoor environments. This baseline-capable swarm will be used not only to demonstrate operationally relevant urban swarm tactics developed under OFFSET, but will also be used to develop and test new and novel tactics developed after the programs end. This action includes a ceiling increase of approximately $870,000 with an increase of three (3) months in length of contract performance. This notice of intent is not a request for competitive proposals or quotes, however, interested parties may submit comments in writing to the Contracts Specialist, Sabina Sabedra, Code 22530, Naval Information Warfare Center, Pacific, who may be reached by telephone at (619) 553-4522 or via email to sabina.sabedra@navy.mil. This notice will be posted for 15 days. A determination by the Government not to compete based upon response to this notice is solely within the discretion of the Government.
