- Page 3 of 3 Initial Outfitting, Transition, and Activation (IOT&A) VA Palo Alto Health Care System, Basic Science Research Building 36A77619Q0121 This request for information (RFI) is issued solely to determine the capability of eligible Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) to provide the services identified in Section d., below. The purpose of this RFI is to determine the capability of SDVOSB, VOSB, and Small business firms to provide the services listed below; however, all size firms are encouraged to respond with their capabilities. To be eligible for a set aside under VA s Veterans First Contracting Program, SDVOSBs must 1) be verified by the Department of Veterans Affairs (VA) as SDVOSB, and 2) meet the small business size standard for NAICS 541614. Additional information on the Veterans First Contracting Program including verification instructions can be found at (http://www.va.gov/OSDBU/index.asp). This RFI is for planning purposes only and shall not be considered a Request for quote, or a Request for Proposal. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Response to this RFI will be treated only as information for the Government to consider. The information provided may be used by the Government in developing its acquisition strategy. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI and parties responding will not be entitled to payment for direct or indirect costs incurred in responding to this RFI. The North American Industry Classification System (NAICS) for this requirement is 541614 Process, physical distribution, and logistics consulting services - with a size standard of $15 million. Generic capability statements will not be accepted or reviewed. Your response must address capabilities specific to the services required in the sample tasks listed in Section d. below, and must include the following: Provide a summary of your technical capabilities to meet the sample tasks. Corporate experience and expertise in successfully activating a scientific laboratory and vivarium facility. Include specific examples and references. Specific examples or references provided must include the agency, point of contact, general scope of work, dollar value, and contract number. Please identify in your response any of your firm s existing contract vehicles (e.g. GSA federal supply schedules) which provides for the tasks described below. d. Please provide capability statements and experience for the sample tasks outlined below within the RFI response: 1. Comprehensive Management Support Services 2. Comprehensive warehousing, receiving, and storage services 3. Comprehensive delivery and installation services to include moving and installing Vivarium equipment such as cages and cage racks for rodents (mice and rats), scientific imaging equipment to be used with living animals, and equipment used for animal research, such as autoclaves, centrifuges, microscopes, and specialized imaging equipment. 5. Specific experience in live animal transport to include the capability to truck live caged animals. 6. Specific experience in seismic anchoring of equipment, as well as installing Unistrut in storage areas to enable seismic strapping of shelving units. 7. Specific experience in coordinating with high-value scientific equipment manufacturers.
