- The acquisition is in support of Yellowstone National Park and is for milling services to mill roadways within the park. For full details on this requirement and for instructions on submitting a quote, please reference the ADDENDUM TO 52.212-1: INSTRUCTIONS TO QUOTERS in the attached RFQ. PERIOD OF PERFORMANCE: August 19, 2019 to October 10, 2019 REQUIREMENT: ¿Yellowstone National Park has a requirement for milling services ¿a front discharge asphalt milling machine with (2) personnel: one machine operator and one ground person ¿to mill roadways in the Norris Junction area of Yellowstone National Park. This area is approximately 21 miles south of Mammoth Hot Springs. ¿Minimum of 15,000 square yards, not to exceed 25,000 square yards of area to be milled. Exact number of square yards to be established before work begins. ¿This RFQ includes an option to mill an additional 10,000 square yards for a total milling area of 35,000 square yards. ¿This area will need to be milled to a depth of 1 ½ inches to 2 ½ inches. EQUIPMENT, TOOLS, AND MACHINES ¿Equipment, tools, and machines used in the performance of the work shall be maintained in a satisfactory working condition. ¿Cold-Milling Machine: In addition to the requirements stated herein, the milling equipment shall conform to the requirements of WYDOT. ¿The cold-milling machine shall be capable of milling the pavement to a specified depth and smoothness. ¿Pavement milling machine shall be capable of controlling transverse slope and shall have effective means of controlling dust produced during the pavement milling operation. ¿The milling machine shall not cause damage to any part of the pavement structure that is not to be removed. ¿Cleaning Equipment: All cleaning equipment shall be suitable for removing and cleaning loose material from the pavement surface. ¿The mill needs to have a minimum cutting width of 6 feet and will be staffed by one operator and one ground personnel. ¿The contractor will be responsible for all repairs and upkeep on the milling machine. MILLING OPERATION ¿Sufficient passes shall be made so that the designated area is milled to the grades and cross sections required. The milling shall proceed with care and in depth increments and shall not damage the pavement below the designated finished grade. ¿Any items, such as manholes, valve boxes, and utility lines, that are damaged or any pavement that is torn, cracked, gouged, broken, or undercut shall be repaired or replaced as directed by the Contracting Officer and at no additional expense to the Government. REMOVAL OF MILLED MATERIAL ¿Material that is removed shall be disposed off-site at the Government responsibility. ¿National Park Service personnel will provide traffic control and transporting of material from the mill to the stockpile. Yelllowstone National Park personnel will also provide brooming operations to clean the milled surface. For full details, see attached RFQ. This is a COMBINED SYNOPSIS / SOLICITATION for commercial services prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm fixed price contract to the vendor providing the best value to the Government. This requirement is set aside for total small business. The North American Industry Classification System (NAICS) code is 238910 and the small business size standard is $15.0M. All responsible small business concerns may submit an offer which shall be considered by the National Park Service (NPS).
