Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This procurement is being conducted in accordance with FAR Part 15. The Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), intends to competitively award a contract entitled "Digital Well Log Data Processing." The BSEE, Acquisition Operations Branch, is the contracting office for this procurement and the resultant contract administration. All vendors must be registered in the System for Award Management (SAM) located at www.sam.gov in order to receive Government contracts. The Government intends to award an Indefinite Delivery / Indefinite Quantity (ID/IQ) type contract for the effort described herein. The applicable North American Industry Classification System (NAICS) code for this acquisition is 213112, "Support Activities for Oil and Gas Operations". The contract will be procured on an unrestricted basis. The period of performance of the resultant contract is anticipated to consist of a one-year base period and four one-year option periods. The Bureau of Safety and Environmental Enforcement (BSEE) and the Bureau of Ocean Energy Management (BOEM) serve as the stewards for America's offshore mineral and energy resources on the Federal Outer Continental Shelf (OCS). BSEE and BOEM manage activities that generate approximately thirty percent of America's domestic oil production and more than twenty percent of America's domestic natural gas production. The agencies together manage activities such as geological and geophysical analysis of OCS resource potential, the leasing process, monitoring the safety of offshore facilities, and protecting our coastal and marine environments. Both BSEE and BOEM programs are headquartered in Washington, D.C. and northern Virginia, with operational presence and regulatory oversight in the Gulf of Mexico (GOMR), Pacific (POCS), Alaska (AKOCS), and Atlantic (AOCS) regions. BSEE and BOEM have a requirement for complete, defect-free sets of processed, high-quality open-hole digital (vector) and image well log data. These well log data sets are acquired for both newly-drilled wells and historical/legacy wells. Since 1996, when the initial Digital Well Log Data Processing Contract began with our predecessor agency, MMS, BSEE and BOEM have contracted for the processing and delivery of this complex geoscientific data. The goals of this Contract are threefold. First, the Contractor will provide BSEE, including the Gulf of Mexico Region (GOMR), the Pacific Region (POCS), the Alaska Region (AKOCS), and the Atlantic Region (AOCS) with complete, defect-free sets of processed, high quality open hole digital (vector and image) well log data in a timely manner. Second, the Contractor will provide BSEE with complete, defect-free sets of historical open-hole digital (vector and image) well log data purchased from the Contractor. The third goal is for the Contractor to serve as an agent of BSEE to store and release vector curve and image data to the public when it becomes public information. The Contractor will serve as a release point for GOMR vector curve data for the duration of this Contract. The Contractor will concurrently modify, upgrade and/or add to their systems to remain compatible with BSEE electronic environment and its evolving business practices. The Contractor shall work with BSEE to continually find methods to ensure the timely delivery of complete and accurate digital log data.
