Description
The Naval Air Warfare Center Aircraft Division, Lakehurst has a requirement for a total quantity of fourteen (14) Network Analyzers with Voltage Standing Wave Ratio (VSWR) capability. The Network Analyzer, P/N: FSH8.28, NSN: 01-616-4709 provides important Radio Frequency (RF) analysis functions to solve daily, routine measurement tasks and aids in isolating failed components, therefore satisfying this requirement. This requirement is in support of PMA-290 and the P-8A Poseidon Program for the United States Navy and Foreign Military Sales customers. The Government intends to issue a contract action on a sole source basis to Rhode and Schwartz (CAGE: 82199) of Columbia, MD for the required support equipment. As the Original Equipment Manufacturer, Rhode and Schwartz has proprietary rights to the technical data and drawings and is the sole designer, developer and manufacturer of the required Network Analyzer. Rhode and Schwartz is the only source that can provide the Network Analyzer because they provide the VSWR Bridge capability that is needed to support the P-8A Aircraft. Rhode and Schwartz is the only manufacturer that provides the Network Analyzer in the configuration, form, fit and function required by the United States Navy. This support equipment was selected based on aircraft interface requirements, which were not developed at the Government's expense, therefore, the Government does not possess the data rights, interface requirements or the functionality requirements for this support equipment and cannot evaluate other competitors. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen (15) days after the date of publication of this synopsis. A determination by the Government not to open this requirement to full and open competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a full and open competitive procurement.
