SOURCES SOUGHT ANNOUNCEMENT INTRODUCTION: Communications Electronics Command (CECOM) Life Cycle Management Center (LCMC)/Army Contracting Command - Aberdeen Proving Ground (ACC-APG) is seeking sources to provide sustainment Support for Second Generation Forward Looking Infrared (2GF). QUESTIONS TO THIS ANNOUNCEMENT: All questions pertaining to this announcement should be e-mailed to the POCs above. Telephone requests will not be accepted. PROGRAM OBJECTIVE: The Army requires extended sustainment for 2GF thru 2052. The purpose of this survey is to gauge the interest of original equipment manufacturers (OEMs) in (1) continued sustainment support for 2GF, (2) assisting with developing organic repair capability of 2GF at Tobyhanna Army Depot (TYAD), (3) forming a Public Private Partnership for a long term sustainment approach of 2GF, and (4) willingness to partner with other commercial OEMs on common equipment. REQUIREMENTS: Respondents are asked to provide a detailed approach for the following questions. Provide the response as a Microsoft Word document. When responding, please retain the outline structure provided below. 1. Discuss your ability and intent to support 2GF until 2052. This should include repair of existing systems, providing new spares and mitigation of obsolescence issues that arise in long term sustainment. Include minimum annual buy requirements to maintain the industrial base. Identify a cutoff date for repair and supply support and/or trigger events that would drive a cutoff date. 2. Discuss interest in performing gap analysis of repair capability of 2GF B-Kit components at TYAD. (a) The gap analysis will determine the difference between TYAD's current capability and OEM-equivalent test and repair capability. (b) OEM will coordinate with TYAD in conducting the gap analysis. (c)The gap analyses will determine which activities and equipment are required to replicate the manufacturer's repair activities at TYAD for 2GF B-Kit components consisting of the Detector-Cooler Bench Assembly, Afocal Assembly, and Imager Assembly. (d) A final list of test stations and other equipment will be determined by the gap analysis. (e) Technical Data Package - the subset of OEM technical data provided to TYAD by PM GS must be supplemented in order to fully sustain 2GF. The gap analysis will determine what additional technical data is required. The TDP may encompass the following: System/sub-system performance specifications and functional descriptions. Drawing tree and block diagrams; Mechanical drawings; Computer Aided Design (CAD) models; Electrical/electronic schematics; Special tool drawings; Vendor control drawings and interface control drawings. Assemble/Disassemble/Alignment/Test procedures. Parts lists using vendor part numbers/CAGE codes. Commercial-off-shelf (COTS) software applications & drivers utilized in the special test equipment. Test system installation, setup/configuration, operating, calibration, and validation procedures and data; software/firmware executables/bit files, source code, and development project files; specifications and requirements documents. Unit under test (UUT) configuration and programming procedures; functional and diagnostic testing procedures and data; Failure Reporting, Analysis, and Corrective Action System (FRACAS) data. (f) Training - Specific training requirements will be determined during the gap analysis. Specialized training requirements may include future training for test equipment operators, repair technicians, and engineering personnel. Future training may include: 2GF disassembly, troubleshooting, repair, reassembly, alignment, and testing. Software/firmware programming of specialized test equipment (STE) and 2GF components. Test and alignment equipment operation, maintenance, and calibration. (g) A detailed list of test equipment, tooling, technical data, training, software and the associated cost of each will be provided by the gap analysis. 3. Discuss interest in Public Private Partnership Establishment - Allow access to additional technical data/documentation and establish agreements for the purposes of long-term sustainment and obsolescence mitigation effort.
