Description

Under the authority 10 U.S.C.2304(c)(1) as implemented by Federal Acquisition Regulation 6.302-1, Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) intends to award a sole source contract to D.L. Martin Co. to recertify and refurbish the mast clamps assemblies per requirements and specifications of the most recent revisions of both NAVSEA drawings and NAVSEA manual. D.L. Martin Co. is the only known company that provided highly specialized services to refurbish mast safety clamps to new/like new state and provide required documentation for each clamp to meet PHNSY & IMF certification requirements. D.L. Martin Co. has been found to be the only vendor that has performed this particular repair and is able to meet PHNSY's requirement using the appropriate procedures. This is not a request for proposals. Any interested party that believes it can satisfy this requirement may submit a written capability statement. Telephonic responses are not allowed. To be evaluated for technical merit and capability, statements must be received by the stated deadline. In determining whether or not to compete this requirement, the Government has sole discretion.
