Description
THIS REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. The submission of pricing, capabilities for planning purposes, and other market information is highly encouraged and allowed under this RFI In Accordance With (IAW) FAR Part 15.201(e). SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a RFI/sources sought only. The purpose of this sources sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 334510 (size standard of 1250 Employees). Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought, a solicitation announcement may be published. Responses to this sources sought synopsis are not considered adequate responses for a solicitation announcement. The Department of Veterans Affairs (VA), VISN 15 Network Contracting Office, is seeking sources that can provide the following: Equipment Info: Advanced Extracorporeal Perfusion Heart-Lung System Required specifications: MUST MEET OR EXCEED SALIENT CHARACTERISTICS BELOW: SAFETY AND MONITORING MODULES: The system shall be able to integrate up to 18 safety and monitoring modules and have an internal battery backup. Modules shall be able to monitor or update ultrasonic level detector and air bubble detectors; flow, pressure, and temperature sensors; electronic venous line occlude; and interface modules for a data management system and monitoring systems. PUMP REQUIREMENTS: The system shall support up to eight pumps, including two centrifugal pumps. Shall have the ability to choose 6 inch or 4 inch roller pumps to adjust to different protocols. Shall be able to adjust the roller pump s occlusion mechanism with audible feedback while the pumps is running. Arterial pump shall display alert and alarm messages that affect operation. Shall provide self-adjusting tube clamp mechanisms to eliminate the need to change tube inserts. Shall have remote-mounted centrifugal pump motor to help reduce tubing lengths. Shall contain non-invasive flow sensors to eliminate the need for a disposable flow probe. Shall contain a uni-directional hand crank to ensure correct blood flow direction. CENTRAL CONTROL MONITOR REQUIREMENTS: The system s central control monitor shall be a high-resolution touch screen computer that serves as both a safety monitor and as the central interface for operating the system components. The central control monitor shall have an intuitive graphical interface that helps users organize information and view current perfusion parameters on a single screen without having to look at multiple displays. Shall have the ability to create up to 12 customized perfusion screen configurations. Shall contain color-coded alarms, alerts, status, and error messages that display in order of priority. The integrated electronic gas blender shall be capable of being controlled through the central control monitor or locally. ELECTRONIC PATIENT GAS SYSTEM (EPGS): The system s electronic patient gas system shall have an integrated oxygen analyzer that measures oxygen content of the blended gas and displays it on the central control monitor. Shall have settable low FiO2 alarm displays on the central control monitor screen in the case of an out-of-range level. Shall have high and low gas source pressure alarms displayed on the central control monitor if the gas supply is outside the recommended pressures. INTERNAL BATTERY BACKUP: System s internal battery backup shall provide a minimum of 1 hour of internal battery backup. 2 100/120V AC Platform APS w/QCU s 2 Central Control Monitors 2 Air Detector Modules 2 Level Detector Modules 2 Level Detector II Pads & Gels 2 Three Foot Poles 2 Crossbar Fittings 2 EPGS Systems 2 U.S. Hose Kits: Air, O2, and CO2 4 Six Inch Roller Pumps 6 Four Inch Roller Pumps 2 Inline Auxiliary Pump Mounting Brackets 2 Centrifugal Pumps Modules 2 Centrifugal Drive Motors 2 Flexible Mounting Arms 2 Delphin Manual Drives 2 Flow Pod APS s 2 Centrifugal TOF Flow Sensors 2 Flow Pod Brackets 2 Occluder Heads 2 Flexible Mounting Arms 2 3/8 x 3/32 Air Sensors 1 ¼ x 1/16 Air Sensors 1 Air Detector Modules 2 Pressure Pod APS s 2 Temperature Pod APS s 2 Long Neck APS Lamps 2 Six Foot Jumper Cords (Auxiliary to CDI Monitor or Centrifugal) The information identified above are intended to be descriptive, not restrictive, and to indicate the quality of the supplies/services that will be satisfactory. If you do, state how and what is altered; assembled; modified? Does your company have an FSS contract with GSA, VA NAC, NASA SEWP, or any other federal contract, that can be utilized to procure the requirement listed above? If so, please provide the contract number. Please provide general pricing of your products/solution for market research purposes. Catalog list prices, FSS prices, or any other publicized price lists are acceptable. Please submit your capabilities that show clear, compelling, and convincing evidence that you can meet the requirement described in the attached SOW. Please provide your DUNS number.
