- The purpose of this Request for Information (RFI) is to search for qualified vendors and request industry feedback on the Department of Veteran Affairs (VA) Office of Information & Technology (OI&T) Office of Strategic Sourcing (OSS), Acquisition Management (AM) requirement for Acquisition Support Services. This RFI is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the government s future acquisition approach. In accordance with Federal Acquisition Regulation 15.201(e), responses to this notice are not offers and cannot be accepted by the government to form a binding contract. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a separate solicitation. OSS AM is in need of Information Technology (IT) technical support with strong acquisition management background to assist in project planning, budgetary, contract, and project management execution functions for the life cycle of IT projects. Requirements elaboration and elicitation is needed to assist the Project Manager and Procurement Coordinator in translating the Epics, Business Requirements Documents, Requirements Specification Documents and high-level Software Design Documents for projects into Performance Work Statements to ensure documents are complete and can generate adequate technical approaches from industry. This includes developing and/or reviewing Performance Work Statements to ensure the technical requirements are adequate and all elements of the life cycle of the project are covered The Contractor should have knowledge and understanding of relationships between Budget Tracking Tool (BTT) and the current acquisition system (Virtual Office of Acquisition (VOA)) and the impact they have on requirements in order to provide recommendations for acquisition packages. Additionally, the Contractor should have a general knowledge and understanding of the planned future acquisition system (Forecast of Contracting Opportunities Requirements Center of Excellence (FORCE)). OSS AM also requires support for analysis, requirements definition, planning, evaluation of alternative technical approaches, and associated costs for the development or enhancement of applications. Typical associated tasks include, but are not limited to, requirements analysis, cost/cost-performance trade-off analysis, feasibility analysis, and regulatory compliance support. OSS AM is also in need of Contractor studies and analyses for its Business Operations group. Expertise in SharePoint and Excel is needed as well as intimate knowledge of various types of reporting tools and how they are to be utilized and manipulated for reporting Acquisition, financial data and various data metrics. The Contractor should be familiar with SharePoint Maintenance for storage and updates for developed documentation, maintaining user access privileges, monitoring capacity, performing archives, troubleshooting. OSS AM requires a Contractor to analyze existing tools and processes and develop a study/report to determine a more automated, efficient way to handle all acquisition management reporting. Budget Tracking Tool (BTT) and SharePoint must be utilized in the solution; however, development of automated reports from these tools is necessary to assist OSS AM in tracking all acquisitions for OSS AM. Data Entry, Data Analysis and Data Verification are also needed to assist OSS AM teams with reporting to include reconciliations, manual input, and quality assurance checks. The contractor should be familiar with applying business principles and capture a variety of performance metrics for analysis, reporting purposes and providing insight into operating performance, and making recommendations for improvements. The capture of information will directly be utilized in various reporting and recommendations. OSS AM requires support for extracting data from source tools, compiling graphic representations, charts, statistical and financial tables, and narratives into reports. Please provide the following: (1) Capability statement directly addressing your company s ability to satisfy the requirements discussed above and in the draft Performance Work Statement. (2) Please be advised that since the awardee of this TO will provide acquisition support, some restrictions on future activities of the awardee may be required in accordance with FAR 9.5. Responses should acknowledge your commitment and ability to perform all of the tasks outlined within the PWS inclusive of all acquisition support services acknowledging that there may be organizational conflict of interest implications on future efforts. (3) Knowledge of VA contracts - Demonstrate a knowledge of the various types of contracts that OSS supports, to include any relevant past performance. (4) Transition Plan Address your company s ability and time frame to generate the knowledge of OI&T practices and provide onboarding within 30-days after award. (5) Identify your company name, business size (including applicable North American Industry Classification System (NAICS) code(s), business type, current Government contractor registration status, and points of contact. (6) What additional information, if any, does industry require for the purposes of accurately sizing/estimating the effort?
