This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number 36C78619Q0286. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC), 01-22-2019. This is a 100% set-aside for Service Disabled Veteran Owned Small Business (SDVOSB); Veteran Owned Small Business (VOSB); Small Business, Tiered. The applicable North American Industrial Classification System (NAICS) code for this procurement is 424910, with a business size standard of 200 Employees. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The U.S. Department of Veterans Affairs, National Cemetery Administration, anticipates the award of a Firm Fixed Priced Requirements Contract. Scope: The contractor shall be responsible for providing Turfgrass seed that consists of sourcing, providing testing certificates, purchasing, delivering and off-loading of turf grass seed for Willamette National Cemetery. PRICE SCHEDULE: Contractor shall provide all labor, supervision, material, equipment, tools and supplies to complete Turfgrass Seed services for Willamette National Cemetery following National Cemetery Administration standards. The schedule price shall be all-inclusive, including all labor, equipment, materials, and supplies to complete the Contract Line Items (CLINs). Offerors shall enter unit price and total amounts for each CLIN as indicated in the schedule. In the event there is a difference between a unit price and the extended total amount, the unit price will be held to be the intended bid price and the total of the CLINs will be recomputed accordingly. Offeror is to understand the quantities stated in the schedule below and Statement of Work (SOW) are estimates for pricing purposes only. COST/PRICE SCHEDULE OF PRODUCTS: Contract Line Item Description Quantity Unit Unit Price Total Price 0001 Turf Grass Seed 93,150 LB. $______/ LB. $________ TOTAL PRICE $________ DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK Project Title: Riverside National Cemetery Turf Grass Seed Procurement Project Location: Riverside National Cemetery, 22495 Van Buren Blvd., Riverside, CA 92518 GENERAL SCOPE OF WORK: The Contractor shall furnish turfgrass seed described herein at Riverside National Cemetery (RNC), located in Riverside, California. Materials shall be furnished to the cemetery in accordance with the VA procurement requirements, Federal, California and Local Codes. The work consists of sourcing, providing testing certificates, purchasing, delivering and off-loading of turf grass seed. Deliveries shall be coordinated with the Contracting Officer s Representative (COR). Deliveries will be conducted in such a manner to minimize the impact on the Cemetery operations. The materials shall be delivered and off-loaded at a schedule established by the COR, on two (2) separate occasions. The location, or locations, for off-loading on the Cemetery property may vary as determined by the COR. Deliveries will be made between the hours of 7:30 and 4:00, Monday through Friday, except Federal Holidays. All work will be coordinated with the Contracting Officer s Representative (COR) and with the Assistant Cemetery Director. Only the Contracting Officer (CO) has the authority to make changes to the contract that affects price and/or time. Verify ingress and egress locations for delivery vehicles. Any site conditions which may cause significant deviation from proposed delivery locations shall be brought to the attention of the Contracting Officer (CO) or his/her Representative (COR) for clarification prior to performing the work. Contractor shall coordinate with the COR for the exact location(s) of material off-loading areas, and delivery routes. Public access to the National Cemetery shall not be impaired. The Contractor shall assume sole responsibility for safety of all Contractor personnel on or about the site, in accordance with applicable laws and codes. Guard against all hazards in accordance with the safety provisions of the latest manual of accident prevention published by the Associated General Contractors of America and CalOSHA. The Contractor shall guarantee that all products provided under this contract will be true to composition and meet or exceed the specifications herein. The Contractor hereby agrees to replace all non-conforming or defective materials provided under this contract to the satisfaction of the Government at no additional cost to the Government. Matters related to safety, and any actions of the Contractor, shall meet all safety requirements of Riverside National Cemetery Safety Officer, Department of Veterans Affairs, OSHA, and the State. It is incumbent upon the Contractor to be familiar with these requirements. Contractor shall provide training of the contractor s and subcontractor s workers to meet these requirements. Repair and replace any existing structure to existing condition when altered or damaged by the Contractor at no additional cost to the Government. Completion Time: Within six (6) months from date of issuance of Notice to Proceed (NTP) with the first half delivered no later than March 31, 2019, and the second half delivered no later than July 31, 2019. Delivery, Storage And Handling The Contracting Officer's Representative (COR) will provide the Contractor with a delivery schedule for materials. Materials will be delivered on an as-needed basis, based on full truckloads of materials or as close to full truckloads as practicable, but not exceeding 26.5 tons of material. Notify the (COR) 48 hours minimum in advance of the scheduled delivery. Materials shall be delivered in 50-LB sacks which are to be palettized and wrapped in clear plastic cellophane wrap. Deliver packaged materials only, in original, unopened containers showing weight, certified analysis, name and address of manufacturer, and indication of conformance with state and federal laws, as applicable. Bulk Materials: Bulk Materials will not be accepted. Quality Assurance Turfgrass Seed: Provide Manufacturer s/Supplier s Material Data Sheets showing compliance with these specifications. II. MATERIALS Turf Grass Seed, Custom Turf Grass Seed mix, 90/10 mix, Dwarf Tall Fescue/Kentucky Blue Grass mix, as listed below, or approved equal. a. Evaluation Process: The Government intends to award a firm fixed price, Requirements contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation that provides the best benefit to the Government, price and other factors considered. Offers will be evaluated by performing a comparative evaluation in accordance with FAR 13.106-2(b)(3) to determine which response represents the best as a whole. Quotes will be evaluated by performing a direct comparison of one offer with another in a uniform manner to determine which quote provides the government with its needs, as identified in the RFQ. The government reserves the right to consider a response that offers more than the minimum and select that response if it provides a benefit to the government. The government has the discretion to accept other than the lowest priced offeror that provides additional benefits. The government also has the has the discretion to make an award based on whether the lowest priced of the quotations/offers having the highest past performance rating possible represents the best benefit to the government.
