Description
Request for Information (RFI) for the 2020 Joint Fires Symposium and Joint Close Air Support Curriculum Review THIS IS A REQUEST FOR INFORMATION (RFI) ONLY for hotel and meeting facilities capable of meeting the requirements described below. This is not a Request for Quotation (RFQ), Request for Proposal (RFP), or Invitation for Bid (IFB). It is market research being used to determine the availability and adequacy of potential sources for planning purposes only. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to award a contract on the basis of response to this RFI nor otherwise pay for the preparation of any information presented or the use of any such information. REQUESTED INFORMATION: The U.S. Joint Staff ™s Joint Fire Support Executive Steering Committee (JFS ESC) is seeking information from qualified and interested sources in the Hampton Roads and Tidewater Region of Southeastern Virginia that are capable of providing hotel and meeting facilities for an annual event known as the Joint Fires Symposium and Joint Close Air Support (JCAS) Curriculum Review. 1. EVENT PROFILE: The purpose of this Unclassified event is to present and discuss the application of joint fires in support of land component operations; and the development of curriculum, programs, equipment, and standardization of Joint Fires and JCAS training and mission execution. 2. ATTENDEE PROFILE: Attendees are U.S. military members, U.S. DoD employees, military representatives from multiple Partner Nations, and industry representatives. 3. DATES: 5-8 May 2020. Dates are not flexible. 4. LOCATION ALTERNATIVES: Based on the factors of concentration of likely attendees and physical location of host JFS ESC staff elements; the Tidewater or Hampton Roads region of Southeastern Virginia is the selected location for this event. 5. ARRIVAL/DEPARTURE PATTERN: Due to the wide range in distances attendees travel, arrival and departure dates will vary considerably. The following is an approximate guide for arrival of attendees from outside the local area (approximately 20% of attendees are from the local area and will come and go on a daily basis.) a. Arrivals: Sun, 3 May 2020: 10-15 percent of attendees arrive Mon, 4 May 2020: 80 percent of attendees have arrived b. Departures: Wed, 6 May 2020: 20 percent of attendees depart Fri, 8 May 2020: 75 percent of attendees have departed Sat, 9 May 2020: 80 percent of attendees have departed 6. FORECASTED SLEEPING ROOM NEEDS: Day 1 (Sun, 3 May 2020): 60 Room Nights Day 2 (Mon, 4 May 2020): 325 Room Nights Day 3 (Tues, 5 May 2020) 325 Nights Day 4 (Wed, 6 May 2020): 250 Room Nights Day 5 (Thur, 7 May 2020): 250 Room Nights Day 6 (Fri, 8 May 2020): 60 Room Nights 7. SLEEPING ROOM REQUIREMENTS: On Days 1 “ 6, a minimum of 100 room nights per night at the Joint Travel Regulation government rate must be guaranteed for Symposium/Curriculum Review attendees. All room reservations will be made by individual travelers. 8. AUDIO VISUAL NEEDS: Require no-cost Wi-Fi connectivity and telephone connection in all meeting rooms. Telephone usage will be for toll free daily teleconference calls only. Require authorization to set up and use government owned audio visual and sound equipment in all meeting rooms. 9. BILLING INSTRUCTIONS: All conference facilities, meeting rooms, parking, Wi-Fi, and telephone usage must be free of charge. Potential revenue to the facility will come only in the form of lodging; and discretionary spending by attendees, individually or collectively, for food, refreshments, or any other amenities. FACILITIES WILL BE CONSIDERED BASED ON THE FOLLOWING AREAS: 1. All conference facility / meeting rooms, parking, Wi-Fi, and telephone usage costs must be waived. 2. Guaranteed room availability per Sleeping Room Requirements and local area capability to support up to Forecasted Sleeping Room Needs. 3. Conference meeting room requirements (available 0630 “ 1800 daily). a. (Mon, 4 May, Set Up Day) Meeting Room 1: Set up for up to 500 attendees with stage area for speakers and panels. Meeting Room 2: Set up for 30 attendees/VIPs. Vestibule area for four registration tables. Large adjacent / corridor area for 25 display tables. Storage area for moving boxes. b. (Tues, 5 May) Meeting Room 1: Set up for up to 500 attendees with stage area for speakers and panels. Meeting Room 2: Set up for 30 attendees/VIPs. Vestibule area for four registration tables. Large adjacent / corridor area for 25 display tables. Storage area for moving boxes. c. (Wed, 6 May) Room 1: Set up for up to 500 attendees with stage area for speakers and panels. Room 2: Set up for 30 attendees/VIPs. Vestibule area for 1 registration table. Large adjacent / corridor area for 25 display tables. Storage area for moving boxes. d. (Thu, 7 May) Room 1: Set up for up to 300 attendees with stage area for speakers. Room 2: Set up for 30 attendees. Room 3: Set up for 60 attendees. Vestibule area for two registration tables. Large adjacent / corridor area for 25 display tables. Storage area for moving boxes. e. (Fri, 8 May) Room 1: Set up for up to 300 attendees with stage area for speakers. Room 2: Set up for 30 attendees. Room 3: Set up for 60 attendees. Vestibule area for two registration tables. Large adjacent / corridor area for 25 display tables. Storage area for moving boxes. 4. Overall quality of conference facilities and meeting rooms. 5. On-site or short walking distance to multiple restaurants; open for breakfast/lunch/dinner with sufficient overall seating capacity to accommodate up to 400 event attendees over a one-hour lunch break. 6. 300 free parking spaces within a short distance to the hotel/conference center. 7. Safe and secure area, verified by local DoD Force Protection organizations, based on the large number of both Partner Nation and U.S. attendees. 8. Where the submitter deems appropriate, hard copies can also be submitted to the above address as backup or supporting information. ADDITIONAL INFORMATION: All information received in response to this RFI that is marked as proprietary will be handled accordingly. Responses to the RFI will not be returned. Responses to this RFI are not offers for contract and will not be used by the Government to form a binding contract; rather any future agreement for the use of facilities will be via Letter of Intent (LOI) from the Joint Fires Division. The Event POC or Joint Fires Division staff may schedule site visits as needed. The Event POC will inform any respondent to this RFI who requests the results of Joint Fires Division ™s analysis of responses on or about 15 May 2019. Respondents are solely responsible for all expenses associated with responding to this RFI.
