Description
In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis for the FAA's decision to issue a modification to extend the period of performance of Contract Number DTFAWA-12- D-00021 with CSRA, LLC, via single source procedures. The FAA ™s Office of Information Technology (AIT) is responsible for all FAA email/messaging capabilities. Presently, the FAA messaging service is still relying on Microsoft ™s Dedicated-International Traffic in Arms Regulations (D-ITAR) cloud environment and is in the process of fully migrating to Microsoft (MS) US Government O365 Community Cloud (O365 GCC). In late 2017, MS notified the EMS365 vendor, CSRA, that they were decommissioning the MS D-ITAR environment by December 31, 2018. As part of the current contract, MS and CSRA must provide upgrades to the FAA ™s environments at no additional cost when MS decides a service is reaching its end of life. Upon notification from MS, AIT and CSRA launched an effort to migrate to the MS O365 GCC solution. However, due to unforeseen complications and connectivity problems the planned seamless migration was not able to continue as scheduled. Moreover, it was revealed that there is no easy solution to migrate out of ProofPoint, which the FAA is currently using for its archiving and Electronic Records Management (ERM) service. The anticipated modification will provide an extension of two (2) years (a base period of one (1) year plus an option period of one (1) year) to the period of performance with no change to the contract ceiling to allow for the continued management and maintenance of the FAA ™s infrastructure and services for all email/messaging accounts for D-ITAR through successful migration to O365 GCC solution, as well as the management and maintenance of ProofPoint. Accordingly, a competitive solicitation is not available for this procurement. The FAA is not seeking or accepting unsolicited proposals. The FAA is not liable for any costs associated with the preparing of a response to this announcement.
