- U.S. Fish and Wildlife Service, Anchorage, AK has a requirement for a commercial item or service. This combined synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will be issued as a reference only. This posting will be referred to under Request for Quotation (RFQ) Number 140F0719Q0014. This RFQ falls under procedures in FAR Parts 12 and 13. This document incorporates provisions and clauses updated by way of the Federal Acquisition Circular (FAC) FAC 2019-01 effective December 20, 2018. This announcement constitutes the Government's only official notice of this procurement. The Government does not intend to pay for any information provided under this synopsis. Description of Requirements: The M/V Ursa Major II is home ported at Saint Paul Harbor in Kodiak Alaska, built for the Kodiak National Wildlife Refuge in 1990. The vessel is entering its 29th year of service for the Kodiak NWR, one year from its half-life of service. The Patrol/Research vessel is used extensively in the near shore waters of the North Pacific, Alaska Peninsula and the Kodiak Archipelago. Along with many operating systems - electrical, electronic and hydraulic - the boat is equipped with a deck-mounted crane at midship which is capable of performing numerous duties in refuge and charter support activities, including deck loading a 2,000 lb. aluminum skiff. The current crane is in need of an overhaul or replacement. The current crane installed is a JABCO model 705.TM/3S. The preferred model would be a JABCO model 807.TM/3S, but similar brands that can accommodate the deck area for size, weight, and existing mounting, will be taken into consideration as well. Ursa Major II Specifications: Length: 49 feet Beam: 15 feet, 5 inches Draft: 6 feet 50-ton fiberglass hull Specifications for the crane replacement: - Class H1.B3 marine crane - Marine base with high torque, 380 rack & pinion power rotation, mounting base bolt pattern measurements (see attachment); base should be ready to bolt to deck - Slewing cylinders to be nearest to base as aft hatch is just to starboard of crane location - Single boom telescopic three hydraulic extensions to 21 ¿ not more than 30 ¿ - Valve bank supplied separately for installation on vessel - 2000 lb. Pullmaster model PL2 with non-rotating rope (min. rope breaking strength is 5 x SWL) and 2-ton load safety hook - Stainless Steel tubing marine protective coating to piston rods - Overload protection device; load holding valves on all cylinders - All cylinders are double acting hard chrome marine finish on piston rods - Ozone and weather resistance hoses - Marine paint finish coat - All US fittings and hoses - Lift 3,500 lbs. @ 12 feet - Total weight of crane not to exceed 2,400 lbs. - Work hydraulic pressure minimum 2,500 PSI - Crated for safe transport - Quote to include delivery FOB destination.
