Description
This award is a sole source Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a base award of six (6) months with one (1) six (6) month and one (1) three (3) month option. The period of performance is April 1, 2019 to September 30, 2019 for the base, October 1, 2019 to March 31, 2020 for the first option period and April 1, 2020 to June 30, 2020 for the final option period. Only one responsible source (FAR 6.302-1) This is a follow-on contract that would allow for continued service during the long term contract procurement process, which is underway. Without this short-term contract approximately 1600 Veterans would not have access to the critical Home Oxygen services the incumbent currently provides. Moreover, with the complexities involved in a transition to another contractor that can perform Home Oxygen Services patient care would undoubtedly be effected, if not interrupted. Any sort of gap in the continuity of said services would have a detrimental impact on those Veterans dependent on Home Oxygen. The obvious patient safety risk must be considered and a continuation of services with the current provider must continue. Accordingly, Community Surgical of Toms River is the only contractor capable of providing the services described, in Section III above, without the Department of Veterans Affairs experiencing a substantial risk to Veterans care and a duplication of cost that could not be expected to be recovered through competition.
